The executive president of Social Health Insurance of Peru (EsSalud), Mario Carhuapoma, is being investigated in the Office of the Attorney General for the alleged commission of the crime of incompatible negotiation to the detriment of the State, according to a report from the Punto Final program.

Teacher and coordinator
Mario Carhuapoma, principal professor of the Faculty of Pharmacy and Biochemistry of the Universidad Nacional Mayor de San Marcos (UNMSM), was hired on April 1, 2020 directly by the Regional Government of Ayacucho to be the coordinator in Lima of the humanitarian transfer of people to that region.

According to Punto Final, Mario Carhuapoma's work involved carrying out all the paperwork and procedures of the humanitarian transfer from Lima before the corresponding authorities and signing the safe conduct of the beneficiaries. Once in Ayacucho, it was necessary to place these people in quarantine, which implied expenses for accommodation, food, transportation and other services.

The transparency portal of the Regional Government of Ayacucho states that Mario Carhuapoma charged S / 25,000 for this service. However, Carhuapoma was a full-time teacher of the Faculty of Pharmacy and Biochemistry of the UNMSM since December 2008 with a salary of S / 7,000.

The UNMSM regulation for academic teaching activity states that full-time university teachers can only receive the remuneration they receive from the house of studies for remuneration.

Comptroller's Observations
On July 3, 2020, the Comptroller General of the Republic issued a report highlighting a series of irregularities detected. One of them was that the direct hiring carried out for the concept of humanitarian transfer, among them those of Mario Carhuapoma, had been regularized without the legal technical report that supports it and outside the deadline established by law.

The Comptroller's Office also detected that some of the direct contacts for accommodation and food for the humanitarian transfer were made without a legal technical report and outside the deadlines according to law. In addition, it determined that in some cases these accommodations and restaurants could not prove that they had complied with the service.

In July 2020, the Ayacucho Anticorruption Prosecutor's Office collected the report from the Comptroller's Office and reported the officials to the Public Ministry. In November 2020, the Second Office of the Office of the Special Prosecutor for Crimes of Corruption of Officials of Ayacucho opened a preliminary investigation against Mario Carhuapoma in his capacity as coordinator of the Regional Government of Ayacucho for the humanitarian transfer of people.

Two officials of the Regional Government were included with him: Gilmer García Gómez, Regional Director of Foreign Trade and Tourism, and Paul Bendezú Barrientos, coordinator of the specialized working group on decentralization.

Answer from Mario Carhuapoma
Through a statement, EsSalud indicated that Mario Carhuapoma "makes it clear" that he never participated in administrative acts that violate the interests of the Regional Government of Ayacucho, when he was a collaborator in this public entity for the humanitarian transfer of citizens in serious danger to consequence of COVID-19.

"Under this modality, it is impossible for Dr. Carhuapoma to have been able to decide on resources or contracts. It should also be noted that the head of EsSalud has always had a professional performance according to the law in the various positions that he assumed in the public function both as a university professor or union representative ", the document collects.

Likewise, he stressed that Mario Carhuapoma expresses his respect for the autonomy and function of the Public Ministry and specifies that the preliminary investigation regarding assumptions that the press collects "does not undermine his presumption of innocence", a citizen right enshrined in the Political Constitution.
