[Economy] The Government will approve tomorrow a public employment offer of 23,500 places, the largest in history

Tomorrow the largest public employment offer (OPE) in history will arrive at the Council of Ministers. This is what government sources assure this newspaper. The Government will approve by royal decree to remove 23,491 places for the General State Administration (9,509 for internal promotion); adding the positions, already approved, for the State Security Forces and Forces and the Armed Forces, the final figure for 2021 is 30,445 places, as 'El País' has advanced and ABC has confirmed by sources from the Ministry of Public Function.

Since the arrival of Pedro Sánchez, the Executive has undertaken a considerable increase in PEOs. In fact, the number of public employees (not only civil servants, but also temporary, labor ...) amounts, according to the latest official statistics, to more than 2.7 million, which is 112,700 more people than a year ago. It adds up and goes on, although in the latter case it is due to the needs of the pandemic and most of this rise is in territorial administrations.

In 2020, the job offer, in total, was 28,055 places, of which 20,658 were for the General State Administration and the rest for the State Security Forces and Forces and the Armed Forces. A notable increase year-on-year, although the upward trend already began in 2018 with the arrival of Sánchez to La Moncloa.

A few days ago, the Public Function sent the unions an OPE of 11,715 open access positions and 8,982 of internal promotion. CSIF, the majority in the Administration, responded that the figures were not enough to reduce the loss of personnel in recent years, "which is around 22%, or to face the retirements that are going to take place." In this sense, the union recalls that until 2030 it is estimated that 56.30% of the workforce will retire.

From CSIF they show their anger to find out from the media about the job offer that the Government will carry out, after the last contacts did not bear fruit. The union still finds this figure insufficient and they demand the launch of a multi-year PEO and that the replacement fee be ended.

This past Friday, the Government's negotiations with the unions ended without an agreement after the last number presented and since then they have not received any calls, say CSIF sources, waiting to know first-hand the details of what will go to the Council of Ministers

The final amount that the Government will approve is higher than that presented to the unions and is aimed at trying to reduce the temporary work in the Administration, which is around 30% and the objective is to remain at 8%; a commitment, that of a limit to temporality, also acquired with Brussels in view of the arrival of European funds. Likewise, this year's OPE will be quite focused on enhancing the recruitment of talent in science, technology, engineering and mathematics, the so-called STEM, according to 'El País'. Thus, for these subjects there will be slightly less than 3,000 places.

In this hedge of precariousness in the public sector, it is also framed that the Executive has carried out - not with few efforts in Congress, making cessions - a massive process of oppositions for interns that is expected to affect 300,000 public workers, although the unions talk that there are more like 800,000 interns in fraud of law.
