Hello @Sugar Baby, I had the same problem before, i did this hope it works with you 
Open folder your cs + delete a file with name steam_apid, and run the game as an administrator, that's it

Here some simple solutions

 

• Make sure your antivirus or firewall don't block revloader.exe and hl2.exe files.
• Start 7Launcher CS:S. as administrator and press the button «Check Update»
• update Server RevEmu emulator to the latest version

 

If that doesn't works try using the internal ip, if you are using sv_lan 1, theoretically you could use the same account, does not matter, it dont use steamid this way.
If you already have 1, try to put it 0, since it will thrown that error connecting from the internet, even you, because it will fail to validade steamid_lan (insted of your real steamid).
