The annual report on Human Rights of North American diplomacy affirms that, during the exceptional circumstances of a global pandemic, the Chavista regime in Venezuela has taken the opportunity to establish itself in power, increasing its corruption and repression with the help of its Cuban partners. This document, made public this Tuesday, denounces that Maduro renewed three times a state of alarm issued on March 13, alleging the Covid-19 pandemic as a reason, "and was granted the power to restrict the rights provided for in the constitution."

 

“The 60-day emergency decree, which by law is renewable once and requires an endorsement to be effective, allows the president to block any action that he considers could 'undermine national security' or 'obstruct the continuity of the implementation of economic measures for the urgent reactivation of the national economy '". The report collects the many complaints of extrajudicial killings, kidnapping and torture by the regime with the help of the Cuban intelligence and security services.

This report also states that on December 6, "the illegitimate Maduro regime organized rigged parliamentary elections in favor of the regime, and almost 60 countries and international organizations publicly declared that the elections were neither free nor fair."

 

The US diplomacy also includes the list of abuses by Chavismo, which is long: «Illegal or arbitrary executions, including extrajudicial executions by the security forces of the illegitimate Maduro regime and the collectives; enforced disappearances; torture and cruel, inhuman and degrading treatment by the security forces; harsh and possibly deadly prison conditions; arbitrary detention by the security forces; political prisoners; serious problems with the independence of the judiciary; and illegal interference with the right to privacy ”.

To develop it, the Department of State's Division for Democracy, Human Rights, and Labor Affairs uses reports from US embassies, foreign governments, and nongovernmental organizations. Each year, this detailed analysis is sent to the Capitol to be recorded in the legislative chambers and to serve as a guide for the approval of laws that affect the country's foreign relations.
