Already started at the end of last year, the reform of the pound will continue in 2021 and will concern the entire territory by next April.

And for good reason, a new reform is being implemented throughout France, with new rules concerning the expertise of the vehicle, but also the shelf life of it before being sold or destroyed. But if these developments are causing a lot of talk at the beginning of the year, no less than ten departments have already been concerned for a few months, while the reform began to be applied on November 17 in Finistère, Seine-Saint-Denis. , the Val d'Oise, the Vienne or the Pas-de-Calais. As of today, seventeen new departments are concerned, such as Aisne, Landes, Essonne, Oise or even Seine-Maritime, while these developments will extend to all of France by April 1 next. The goal ? Better identify the damage already present on the vehicle but also relieve congestionimpoundments , by reducing the legal deadline for picking up your vehicle, before it is sold or destroyed, depending on the situation. First of all, this new reform results in the establishment of a more detailed description sheet than before, thus listing all the scratches, blows and other breaks present on the vehicle before impounding. This document, drawn up by a judicial police officer, which is added to the report and the traffic sheet, is made up of two drawings, allowing to show with precision the location of each damage and photos. This form is ideally completed in the presence of the driver or the owner but it is not compulsory. In addition, the vehicle is no longer the subject of an automotive expertise.as was the case until then four days after its impoundment. The goal here is to facilitate the procedures, thus avoiding as much as possible the disputes with the owners. As a reminder, if you notice damage that was not present on your vehicle before it was impounded, it is quite possible to file a complaint, in particular by attaching quotes from garage owners or experts, estimating the amount of repairs. If the amicable procedure does not succeed, you can then request an appeal to the administrative court.

A shorter delay
From now on, once your vehicle has been impounded, you will only have fifteen days to come and collect it, by paying you the selling costs, up to € 100 for a car and € 50 for a two-wheeler, as well as impound costs. If your vehicle is in poor condition, this period drops to 10 days from the formal notice. Beyond that, it is then considered abandoned and is either sold or destroyed if its market value is too low. This is estimated according to several criteria, such as the date of entry into circulation, its technical characteristics or the cause of its impoundment. Note that the OPJ also has the possibility of withdrawing the registration certificate as a precaution if it judges that the vehicle is too damaged.
