The leaders of the FPF, then, had every right to request a change of judge, since Bascuñán registered a reprimand for his performance. In 2013, the Referees Commission of the National Professional Soccer Association of Chile decided to sanction him for two dates for his questionable performance in the superclassic between Universidad de Chile and Colo Colo. They appointed a referee who had very bad refereeing records. He was not suitable to continue in these tournaments. We were assigned to a person who was perfectly crossed out. The specialist indicated that the path for Peru now is for Agustín Lozano, president of the FPF, to present a formal letter to Conmebol. "A complaint should be sent to the Conmebol Arbitration Commission regarding the appointment of referees to ensure that the weight of the rival's shirt will not exert any pressure on the judge," La Jara said. Although there is a possibility that the Chilean referee will be sanctioned, the lawyer said that it is a remote possibility. "If Conmebol recognizes that Bascuñán has refereed badly, it would mean an implicit recognition that there were other interests in the decisions during the match," he said. The scenario that could occur, in the opinion of La Jara, is that they “put the judge in the freezer”, that is, that Conmebol does not schedule it for any other date in competition. “Five games are coming; 12 referees are needed for each one, that is, in total there will be 60. There are approximately 500 referees in South America; therefore, freezing Bascuñán is absolutely possible ”, he concluded. And the leaders of the Federation? However, for José Luis Noriega, the questions and sanctions that Agustín Lozano, the head of the Peruvian entity, has put us in a more difficult situation. “Our soccer authorities are delegitimized because Mr. President Agustín Lozano is supported by a thread. He can't even sneeze because Conmebol saved his life. He committed the most serious infraction in international football by disposing of the assets owned by a federation in his favor. This is punished with great rigor, but Conmebol only sanctioned it with a fine, "he said. For the former FPF official, Bascuñán's latest arbitration represents a violation of the FIFA Fair Play code.
