In addition, an exceptional council of ministers, chaired by Emmanuel Macron, approved on Wednesday the restoration of the national "state of health emergency" as of Saturday the 17th, an administrative and institutional formula halfway between partial confinement and the curfew " to the letter".

 

The official statement of the Council of the Minister justifies the restoration of the "national state of emergency" for these reasons: "The spread of Covid-19 is a health threat to the health of the entire po[CENSORED]tion, due to its severity. Such a situation justifies the declaration of the state of sanitary emergency, in order to take measures strictly proportional to the recognized sanitary risks ”.

 

The French National Assembly (AN) approved the declaration of the state of national health emergency on March 22, initiating the process of confinement. That state of urgency was lifted last July, when the pandemic seemed to "subside."

 

Two and a half months later, the second wave of Covid-17 spread has taken on alarming proportions. And President Macron has decided to restore the state of national health emergency, which allows his government to take coercive measures of this nature: limit circulation in certain areas, prohibit non-essential movements, order the closure of very different types of establishments. , limit public meetings, take coercive measures by decree.

 

Once the restoration of the state of health emergency has been approved, the Government must quickly specify the specific scope that a State resource will take, for the second time, that oscillates between confinement to variable geometry and a la carte curfew.

State of sanitary urgency, confinement and curfew may take different faces, local and regional, in Paris and other large cities and the different regions and departments of France.

 

Starting this Thursday, the government and local, regional and departmental authorities will announce the various practical measures that will come into effect from Saturday.
