This Friday the Interterritorial Health Council took place in which the ministry has put on the table a series of measures that have been unanimously agreed by all the autonomous communities to respond to the situation of special risk derived from the increase in positive cases due to Covid.

 

The Minister of Health, Salvador Illa, has appeared at a press conference after ending the extraordinary meeting of the Interterritorial Health Council in which a series of measures unanimously agreed by all the communities have been established, said the minister. There have been a growing number of outbreaks in recent weeks with sustained growth in cases and that is why we have taken the decision to bring together the plenary of the Interterritorial Health Council and adopt measures, Illa said.

 

We have decided to agree for the first time, if the records of our democracy do not fail us, coordinated actions in the matter of public health for the benefit of all communities, added the minister after the celebration of an Interterritorial Council convened urgently yesterday.

 

Illa has clarified that the measures are a minimum, in no case a maximum, which means that the autonomies will be able to toughen the measures even more if they consider it appropriate. These are eleven measures that affect seven areas, three recommendations and an indication of observance (the means and capacities of the health systems will be guaranteed to comply with the provisions of the Early Response Plan in a pandemic control scenario due to Covid).

 

As ABC has advanced, the closure of discotheques, dance halls and cocktail bars with and without live musical performances throughout the territory is established. It is true that the greatest number of outbreaks do not occur in this environment, but the outbreaks generated in nightlife generate many cases and it is very difficult, due to the nature of the activity carried out in these facilities, to identify the contacts.

 

The bottle is prohibited.

In addition, controls will be strengthened to prevent unauthorized alcohol consumption: The bottle is prohibited, alcohol cannot be drunk on public roads, the minister insisted, and for this reason “the sanctioning regime that each community or city council has arranged in this matter ”. Smoking will be prohibited on public roads or in outdoor spaces when a minimum interpersonal distance of at least 1.5 meters cannot be respected. And if you want to go further, the best thing is that you never smoke, Illa decided.

Regarding the hospitality industry, it is recalled the need to guarantee a minimum interpersonal distance of 1.5 meters in bar services, to guarantee a minimum distance between tables and groups that makes possible an interpersonal distance of 1.5 meters and a limitation of a maximum of 10 people per table or group of tables, said Illa who pointed out that the closing time of the entire hospitality sector will be at 1 in the morning, with the impossibility of accepting new customers after 12 in the night.

 

Mandatory PCR.

As for social health centers, mandatory PCR will be made to all new entrants with a maximum delay of 72 hours and also to employees who return from leave or vacations. Visits will be limited to one person per resident, with extreme prevention measures and a maximum duration of one hour a day, guaranteeing the staggering of visits to avoid crowds. These measures could be exempted in the case of patients who are in the final process of their life.Also in the social health field, the exits of residents will be limited to the maximum.

 

                    

 

Regarding mass events and activities, a risk assessment will have to be made by the health authority. The obligation to screen specific groups for CRP is also established in the event of an epidemic outbreak (housing blocks, educational centers, residences, neighborhoods, etc.).

 

Regarding the recommendations, citizens will be urged to limit their social encounters to their stable groups, therefore, everything that involves encounters with people outside of this group is recommended to be limited as much as possible; It is also recommended to limit social encounters to a maximum of ten people and the third recommendation applies to social and health centers and residences where it is advisable to do screening PCR tests on a regular basis.

 

Entry into force.

 

The minister has clarified that the communities have the obligation to transpose their legal regulations from a notification that I will send them today and they have a period of time to transpose these agreements to their autonomous regulations. Illa added that the agreement "is not optional, since we have all agreed to it, we all have an obligation to put them into practice and due to their nature as a declaration of coordinated action in public health, they do not require judicial ratification, but they can be challenged but are measures of automatic fulfillment.

Regarding the beginning of the school year, Illa said that it is the responsibility of the communities and that months ago under the leadership of the Ministry of Education a minimum guideline was established so that the course begins with guarantees.
