The Cabinet has only approved the Moves II Plan for electric vehicles

The President of the Government, Pedro Sánchez, announced by hype and saucer the Plan to Boost the value chain of the automotive industry. They are 3,750 million euros to stimulate demand in an industry hit by the dramatic announcement of Nissan, which closed the Barcelona Free Trade Zone factory and its Montcada and Reixac and Sant Andreu satellites.

The announcement of the Plan was celebrated by the sector. Above all, because it included a plan to help buy new vehicles to stimulate demand. The problem derived in that said stimuli have been divided into two plans: the second edition of the Moves and the so-called Renove plan.

A plan would have been easier for the customer to have things easier, but the closure of the Nissan plant (today, Frank Torres, the man in charge of piloting the closing negotiations with the workers, will announce his roadmap) , precipitated events.

In this way, the Moves II plan, under the Ministry of Ecological Transition, led by Vice President Teresa Ribera, increased its budget, going from 65 to 100 million. A ready-made plan, since it was only necessary to update the first edition and allocate the money to the autonomous communities, which are in charge of providing the aid.

NO OFFICIAL BASES
However, there was no first edition of the Renove plan, like the Moves. It is known that it will have a 250 million budget and that it will give aid ranging from 800 to 5,500 euros, and include diesel, gasoline, hybrid, plug-in hybrid and electric cars. To qualify for aid you must deliver a car over 10 years old for scrapping. This is stated in the statement issued by La Moncloa.

But, as of today, there are no published bases in the BOE on the Renove plan, as is the case with Moves II. And in the Ministry of Industry they do not know when such aid will be approved, which, according to the Government, will be charged to deficit. In other words, they would be associated with the arrival of aid from the European Union to Spain for reconstruction, not yet approved by the Member States. Of course, the Government said that the Renove would have a budget this June.

So the client who goes to a dealership asking about the Renove plan helps finds that the order can be processed, but they explain to the client that they do not know when they will be approved. «We cannot assume the advance payment of Renove aid to clients. The idea is that once approved, the client receives the help of the State or the autonomous community and the purchase contract is processed, "explains Gerardo Pérez, president of Faconauto, the association of dealers.

CONFUSION
This turns the positive news of the aid as a stimulus for the purchase into the opposite: "It may be the case that when the aid is not present, the client decides to wait, thereby delaying the sale," Pérez explains.

To this must be added the confusion of having two aid plans that are partly cannibalized. The Moves II Plan is intended for aid to zero (or low) emission vehicles, such as hydrogen, pure electric and plug-in hybrids. The Renove Plan includes all kinds of technologies, including diesel, as previously stated.

However, since a priori have different bases (in the absence of officially knowing those of the Renove plan), the requirements and the amounts to be received differ. If you are looking for a new car that is pure electric, the maximum amount of the grant will be 6,500 euros; if you choose the Moves II plan, 5,500 euros that the Government puts plus 1,000 additional euros of the car brand; but if you choose the Renove plan, the maximum aid would be 5,000 euros (4,000 from the State and 1,000 from the brand and, in addition, a car over 10 years old would have to be delivered). Thus, in this case, it is more interesting to use the Moves II plan.

Of course, if the model you are thinking of buying is a plug-in hybrid, your choice may vary. The Moves II plan gives plug-in hybrids with more than 90 km of electric autonomy 6,500 euros in aid, the same amount as pure electric ones. These models with so much electric autonomy are scarce on the market. Most plug-in hybrids range from 30 to 80 km of electric range. In this case, the Moves II plan gives between 1,900 and 2,600 euros of aid. However, in the Renove plan, plug-in hybrids that have the zero emissions label (more than 40 km of electric autonomy) will be awarded with 5,000 euros.

Without forgetting that if one plan is chosen, the eligibility of the subsidy contained in the other is automatically excluded. They do both have in common the obligation of having to pay the amount of the aid received in the next year's tax declaration.
