The government meets in the meeting on Wednesday, with several draft decisions and emergency ordinances on the agenda.

The Orban Cabinet is to adopt in session a draft decision for the approval of the Substantiation Note regarding the necessity and the opportunity to make the expenses related to the investment project "Vision 2020" regarding the acquisition, in a first stage, of 12 helicopters that will be included in the General Inspectorate of Aviation.

 

"The 'Vision 2020' investment project aims at the acquisition of specific technical means and equipment and has as an indicator the reduction of the response time. Thus, the purchase of 6 light multifunctional helicopters, equipped for operation in the mountain area, was identified as a first need. 6 medium-heavy multifunctional helicopters properly equipped for interventions in emergency situations both in the Black Sea area and on the national territory ", it is shown in the substantiation note of the normative act.

According to the document, non-reimbursable European funds will be used to finance the acquisition of technical means and equipment, through the Large Infrastructure Operational Program.

"The overall objective of the 'Vision 2020' project is to develop and strengthen the capacity to respond to disasters and HILP (High Impact Low Probability) events of the responsible authorities by developing the following strategic pillars: land, sea, air, command and control, and consists in the acquisition of technical means and equipment for the endowment of the responsible authorities.The project is located on the entire surface of Romania as the General Inspectorate for Emergency Situations has, through its organizational structure, subordinated territorial units in each county of the country, and IGAv has national coverage. total of the project is 3,263,410 thousand lei, of which: 2,767,255 thousand lei represent financing from non-reimbursable external funds - 84.8%, 489,511 thousand lei represent co-financing - 15%, 6,644 thousand lei represent ineligible expenses - 0 , 2% ", according to the substantiation note.

* The Executive is to approve a draft emergency ordinance on the organization, functioning and establishment of measures to improve the activity of the Prime Minister's Control Corps.

"The purpose of the normative act is, on the one hand, to complete, consolidate and unify the legal framework regarding the organization and functioning, in optimal conditions, of the Prime Minister's Control Corps, and on the other hand, to rehabilitate the active legislation regarding the control structure by the express abrogation of some legal provisions from GEO 49/2005 and from GEO 25/2007, with the subsequent modifications and completions, which regulate aspects of contradiction with certain legal provisions in force, as well as with the expected regulation. .) By adopting this normative act, the control structure directly subordinated to the Prime Minister will be able to carry out its activity in conditions of increased efficiency, thus creating the necessary legal premises to increase the institutional capacity to identify dysfunctions in public administration as it is established by the provisions of Article 26 of the Administrative Code, provisions that assign The government has the function of control over the ministries and over the specialized bodies subordinated to it ", it is shown in the substantiation note.

According to the document, the promoted normative act is to "maintain the basic competencies, control and monitoring, of the Prime Minister's Control Corps, in the form regulated by GEO 25/2007, with subsequent amendments and completions, taking into account the imposed requirements of the Administrative Code, a fundamental normative act of the state ".

* During the Government meeting, a draft emergency ordinance will be adopted on the establishment of measures, as well as financial support, for the preparation of the portfolio of projects in strategic areas considered priority for the programming period 2021 - 2027, intended for financing through Technical Assistance Operational Program 2014-2020 and Large Infrastructure Operational Program 2014-2020.

* The agenda of the Government meeting also includes a draft decision on the approval of the Program of measures for achieving the good ecological status of the Black Sea marine region.

* By another decision, the Executive is to adopt the National Strategy for the social reintegration of persons deprived of liberty 2020 - 2024.
