It is the first time since 2015 that Cuba appears on the list of countries that "do not fully cooperate", which includes Venezuela, Iran, Syria and North Korea.

The US State Department announced Wednesday that it has included Cuba in its list of countries that "do not fully cooperate" with the United States. in the fight against terrorism, a measure that prohibits the sale of arms to the island and that also affects Venezuela, Iran, Syria and North Korea.

This is the first time that Cuba appears on that list since 2015, when the government of the then US president, Barack Obama, removed the island from its list of states sponsoring terrorism, in the context of the bilateral thaw process.

"This is the first year since 2015 that Cuba has been certified as a (country) that does not fully cooperate" with the United States as established in the US Arms Export Control Act, the State Department explained in a statement.

The measure "prohibits the sale or export license of defense goods and services and notifies the public and the international community that these countries are not fully cooperating with US counter-terrorism efforts," the note states.

The announcement comes at a time of strong tensions between the United States. and Cuba, and after several months of threats from the White House about a possible inclusion of Cuba in the list of state sponsors of terrorism that the State Department prepares annually.

The measure appears to be one more step that could lead to the inclusion of Cuba in that list of sponsoring states, although the State Department did not immediately respond to Efe's questions on that point.

The justification cited by the State Department to affirm that Cuba "does not cooperate fully" with the United States. It has to do with the presence on the island of members of the Colombian guerrilla of the National Liberation Army (ELN), who traveled there for peace negotiations and "were still in Cuba in 2019," the note states.

"Citing peace negotiation protocols, Cuba rejected Colombia's request to extradite ten ELN leaders living in Havana after the group claimed responsibility for the 2019 attack on a police academy in Bogotá, which killed 22 people and injured more than 60, "said the State Department.
