1. Go to the program folder that you want to do so by clicking on a few keys to open without having to click or make a mouse move, for example in Steam
2. Make a shortcut to the Steam application in that folder, named as you want.

Right click on Shortcut and release Properties, and go to the Shortcut / Shortcut window
