Hello.

Did you restart your PC before reinstalling?

 

Uninstalling steam goes into the location where ? \ Program Files (x86) \ Steam is installed and manually deletes everything that is left there.

Uninstalling Your steam then Deleted Your Game From your pc

then installing it again , and you have this video for this problem
