This Ping Problem is your internet fault if you are saying that you internet is Good then its not good on online servers i also have a good internet connection but not on online servers. Try to change your internet connection you problem will be solved

Let ur modem 10minutes off then turn it on , reinstall cs or download this cs and try to connect if doesnt work reply i will find another solution !

This problem may be from your Internet do not think of the reason that games, no matter how much pressure you do not think so, maybe you may have a weak example. The Internet company has weakened your Internet, probably not to pay bills or otherwise, Ask Them.
