this error occurs because you can not do a video in Photoshop. To make a video, you need AE (After Effects).

you cant do vedeo in photoshop 

you can do gif not vedeo 

for vedo you must have #AE After Effects

you want make gif in photoshop go instaling quicktime 7 https://support.apple.com/en-us/HT201288

or use AE

• Operating system and version number
• Computer hardware, such as CPU; GPU; amount of RAM; etc.

1- you need Adobe photoshop CS full , no portable.
