"So, are we getting a pay rise, then?" The question from the policeman on the gates of Downing Street as I arrived for the prime minister's news conference could have been asked by more than a million public sector workers. The answer, I told him an hour later as I left, was yes - 7%. The big question now is what police officers and others make of what they have been offered. The pay pain isn't over yet The government has decided to accept the recommendations of the pay review bodies, the groups that recommend how much of a pay rise various parts of the public sector should get. At the core of all of this are choices: gnarly choices, tricky trade-offs. What pay rises have been offered? Teachers in England - 6.5% Junior doctors in England - 6% + £1,250 consolidated increase Consultants, dentists and GPs in England - 6% Police officers in England and Wales - 7% Prison officers in England and Wales - 7% and more for support grades Armed forces across the UK - 5% + £1,000 consolidated increase Senior civil servants - 5.5% Rishi Sunak doesn't want to borrow money to fund the pay rises. Borrowing and debt are already high, and more borrowing, the prime minister fears, would fuel inflation, which is also high. And he doesn't want to put up taxes either. Yes, they are high by historic standards too. So how is this being paid for? Ministers have been scrabbling about looking for money within existing budgets. The additional cost of these plans is around £2bn. About half of that, they hope, will be raised by cranking up the cost of visas and the surcharge that migrants have to pay to use the NHS. What about the other half, the best part of a billion pounds? This is the chunk being looked for by what are described by those in government as "underspends and reallocations." They are not keen on using the word cuts. Whatever the word you use, what this amounts to is money that had been allocated to one pot, being taken out of it and put into the pay pots. The government, just like the rest of us, can't spend the same pound twice. Will pay rises for doctors and teachers cause inflation? Teachers' strikes: When, where and why? Pay rise announced as junior doctors strike And so the priority has still to be decided. So, what won't be happening because of these pay rises that might otherwise have happened? Officials haven't given many examples, even though the process of moving money around has been completed. Two of the examples offered are a freeze on civil servant recruitment in the Ministry of Defence and offering fewer traineeships in the civil service. And where are Labour in all this? It is striking that Keir Starmer did not directly criticise the government's announcement. They are offers for workers and unions to consider and he had little to add, he said. The big question now is what difference will these pay offers make? Will they stop the strikes? The leadership of the teaching unions have welcomed the settlement they have been offered. So much so that Mary Bousted, the joint general secretary of the National Education Union, put her name to a joint statement with the prime minister. The Sunak-Bousted double act is not something many would have imagined a few months back. But, as ever, it will be up to union members to decide whether they accept these suggestions. And some are lukewarm at best. The doctors' union the BMA and Unite, a huge trade union, are both sounding very sceptical. It is a reminder than in an era of high taxes, high government spending, high inflation and stagnant growth, there are few easy answers for any of us: workers, unions, opposition parties or the government. https://www.bbc.com/news/uk-politics-66195354

"Nicolás" disappeared in the middle of a stay, causing "a great emotional and physical impact" on his mistress, a divorced elderly woman who lives alone. The Justice highlighted that "since it is a living and sentient being, its quality is superior to a mere patrimonial asset." The Temuco Court of Appeals unanimously ratified a ruling by the city's Third Local Police Court that ordered the Edén Veterinary Clinic to pay 2.2 million pesos in compensation to the owner of a cat that got lost during a stay. According to the case file (see attached file), "Nicolás" was lost on January 19, 2021. After that, its owner, a 71-year-old woman named María Elcira Quiroz, filed a complaint and a claim for compensation for damages. The letter indicates that the cat was an important part of her life, since she is a person with reduced mobility and has lived alone for a decade, after divorcing after 34 years of living together. It is added that the incident "caused a great emotional and physical impact, since Nicolás was his only company." An expert who examined her accredited "acute stress disorder and panic attack." In addition, "little empathy" is accused of the Clinic, which "minimized the loss of the cat, (...) they objectified it without understanding the meaning it had for Mrs. María Elcira"; they referred to him "as an object" and even had a "cut treatment", an "aggressive and hostile" attitude that made the older adult feel guilty for what happened. "BEINGS WORTHY OF PROTECTION AND CARE" The first instance ruling, pronounced by magistrate Michele Caminondo and confirmed by the appellate court (see attached file), establishes that "the receipt was not complete with the consumer, affecting the minimum professional standard regarding information, safety and good service requirements". Additionally, "the protected legal asset rises even higher as it is a living and sentient being, whose quality is superior to a mere patrimonial asset." Pets "are beings worthy of protection and care," she emphasizes. In short, the Clinic - which also operated as a hotel for pets - must pay the owner of "Nicolás" two million pesos for morality, and 227,250 pesos for consequential damages. Additionally, you must pay a fine of 35 UTM (2.1 million pesos) for tax benefit. In total, the disbursement will be 4.3 million. https://www.cooperativa.cl/noticias/pais/medioambiente/animales/clinica-veterinaria-debera-pagar-cuatro-millones-de-pesos-por-extravio/2023-02-15/113403.html

Looking at the distinctive design of the Volvo XC40 family SUV you begin to wonder if the German premium car brands have it wrong. While their ‘Russian doll’ designs lead to a very strong resemblance between models, Volvo's creativity is jolly refreshing. Of course, the XC40 does retain some distinctive Volvo design cues. Its Thor’s Hammer headlights and equally striking LED rear lights, for instance, ape the company’s other models, keeping the bloodline recognisable. The rest of the car's detailing and its overall proportions are quite different, though. It certainly doesn't look as though the Swedish car maker has popped the blueprints for the Volvo XC60 into a photocopier, selected ‘reduce size’ and pushed ‘print’. Trim levels range from relatively basic (Core) to properly sumptuous (Ultimate) and, as long as you're not after a diesel, there's just enough choice when it comes to engines. Managers marauding down the Stamford Bridge sidelines in celebration or confrontation is hardly a new thing. But even the 'Special One' Jose Mourinho might have raised an eyebrow at the antics of two of his successors in the Chelsea hotseat on Sunday evening. Blues boss Thomas Tuchel and Tottenham head coach Antonio Conte went head-to-head, nay face-to-face, even nose-to-nose in an escalating squabble that ended with both receiving post-match red cards. "It was hot from the temperature, hot between the benches, hot on the field and hot between the spectators - everything you want and hope for in a match like this early in the season," said Tuchel with a smile. 'Fight, character and depth - how Conte has changed Spurs' Tuchel and Conte sent off as Chelsea and Spurs draw Relive Chelsea v Tottenham as it happened While the touchline tiff threatened to overshadow a thrilling Premier League affair, Tuchel was arguably more angry with referee Anthony Taylor at the final whistle than he was with chirpy counterpart Conte. So what exactly did happen in another fiery London derby that ended in a 2-2 draw? Spurs equaliser lights the fire Believe it or not, a match that contained so much chaos in its final quarter was actually a relatively calm occasion - with few fouls and just two cautions - up until the 68th minute when all hell broke loose. That was when Pierre-Emile Hojbjerg's 20-yard daisy-cutter cancelled out Kalidou Koulibaly's volleyed opener - and former Blues boss Conte irked Tuchel with his animated, fist-pumping jubilation. Tuchel squared up to his opposite number before both benches and officials stepped up to separate the pair as Chelsea's protestations about the legitimacy of the goal began. Kai Havertz complained he had been fouled by Rodrigo Bentancur in the build-up, while Spurs substitute Richarlison appeared offside and in the line of sight of Chelsea keeper Edouard Mendy when Hojbjerg let fly. Chelsea felt justice was served when Reece James rifled them back ahead nine minutes later, sparking a Mourinho-esque charge down the sidelines from Tuchel, But then, in the final minute of six added on, Harry Kane's glancing header snatched Spurs a barely-deserved point. Cue more pandemonium in the dugouts as Conte and Tuchel again clashed, the latter enraged by Cristian Romero's hair pull on full-back Marc Cucurella at the corner that preceded Kane's goal. "I think both goals are irregular and this is very hard to accept in times of VAR," Tuchel told BBC Sport. "I'm sorry to say but the referee had the decisive role today, nobody else. "Both their goals cannot stand. There was a clear foul on Kai and the situation goes on and on. Richarlison was offside and when can you pull hair on a football field? "I cannot understand how the first goal is not offside and I cannot understand how players can pull others' hair and stay on the pitch. This is for me without any explanation and I don't want to accept any. Tuchel even went as far to suggest Taylor should not officiate future Chelsea games. "I don't think that just some of the fans think that - I can assure you that the whole dressing room of us, every person thinks that," he added. Go straight to all the best Chelsea content Visit our Tottenham page Handshake handbags - but all's well that ends well Both managers were keen to play down their spats after the match, although Tuchel criticised what he felt was a lack of sincerity in Conte's post-match handshake - and the latter was hardly contrite. "I thought when we shake hands you looked in each other's eyes, he had a different opinion - it was not necessary, but a lot of things were not necessary," the German, 48, told Sky Sports. Conte, meanwhile, refused to be pressed on the flare-ups, adding: "If there's a problem, it's between me and him. "I think that what happened, we did enjoy. Next time I will pay more attention, just shake the hand and solve the problem. I'll stay on my bench, he'll stay on his bench." A repentant Tuchel even issued a half-apology for his raucous celebration when Chelsea regained the lead. "In the middle of it I thought I should not do this, but sometimes a match gets you totally, this match sucked me in," he admitted. "It was pure joy and it may offend the opposition, but they did the same when they equalised." "There's no hard feelings - I feel like it was a fair tackle from him and a fair tackle from me," was Tuchel's further analogy of the situation. "We did not insult each other, we did not hit each other, we were fighting for our teams. I'm surprised that we both got a red card for that." Since the Premier League was formed, Spurs have lost 22 times in all competitions at Stamford Bridge, drawing 12 and winning just once, perhaps excusing their excitement at rescuing a rare point there. "Stamford Bridge hasn't been our best place over the years so to come away with a point, especially at the end, was a good feeling," admitted Tottenham's England skipper Kane. "It's disappointing to see the red cards. Obviously it was an emotional game, a London derby, the passion from both sides, both teams wanted to win. That's sometimes what happens in these games." All eyes will now be on the return game in February - barring any cup meeting before then. https://www.bbc.com/sport/football/62543119

In a world where colours define identity, vitiligo paints a completely different picture – one that challenges societal norms. This skin condition characterised by the loss of melanocytes creates depigmented patches on the skin. On the occasion of World Vitiligo Day on June 25, experts provide a comprehensive overview of vitiligo, including its causes, diagnosis, treatment options, and preventive measures. What is vitiligo? Vitiligo is a chronic skin disorder that occurs when melanocytes, the cells responsible for producing melanin, are destroyed. Melanin gives colour to the skin, hair, and eyes. “As a result of melanocyte loss, pale or white patches appear on various parts of the body, including the face, hands, feet, and genitals,” said Dr Monica Chahar, chief dermatologist and director, Skin Décor, New Delhi. Dr Vikram Vora, medical director, Indian Sub-Continent, International SOS, said that these patches are irregular in size and shape and may expand gradually. “There may be sensitivity and itching in these areas and the loss of pigment can also affect the hair, leading to premature greying. Signs of emotional distress may become evident as the affected individual notices a change in appearance,” said Dr Vora. The exact cause of vitiligo is not fully understood, but it is believed to involve a combination of genetic, autoimmune, and environmental factors,” said Dr Chahar. In some cases, vitiligo is associated with autoimmune disorders, such as thyroid disease or type 1 diabetes. “Genetic predisposition is also considered a contributing factor, as individuals with a family history of vitiligo are at a higher risk of developing the condition. Environmental factors, such as exposure to certain chemicals or trauma to the skin, may trigger or exacerbate vitiligo in susceptible individuals,” elucidated Dr Chahar. Diagnosis and treatment A dermatologist typically diagnoses vitiligo based on a physical examination and medical history review. They may use a special lamp called a Wood’s lamp, a dermatoscopy or perform a skin biopsy to confirm the diagnosis. The expert will assess the extent and distribution of the depigmented patches to determine the appropriate treatment approach. Additionally, Dr Chahar explained that other autoimmune disorders and conditions mimicking vitiligo must be ruled out during the diagnostic process. While there is no known cure for vitiligo, several treatment options aim to restore colour to the depigmented areas and manage the condition. “Topical corticosteroids, calcineurin inhibitors, and vitamin D analogs are commonly prescribed to help re-pigment the affected skin. Narrowband ultraviolet B (NB-UVB) phototherapy and excimer laser therapy can also stimulate melanocyte activity and promote repigmentation. In cases where medical treatments are not effective, surgical interventions such as autologous melanocyte transplantation or skin grafting may be considered,” elaborated Dr Chahar. https://indianexpress.com/article/lifestyle/health/world-vitiligo-day-2023-skin-condition-symptoms-causes-treatment-8682753/

Turkey's President Recep Tayyip Erdogan has agreed to support Sweden's bid to join Nato, the military alliance's chief Jens Stoltenberg says. He said the Turkish leader would forward Sweden's bid to the parliament in Ankara and "ensure ratification". Meanwhile, Swedish Prime Minister Ulf Kristersson said: "I am very happy, it is a good day for Sweden." Turkey had previously spent months blocking Sweden's application, accusing it of hosting Kurdish militants. As one of Nato's 31 members, Turkey has a veto over any new country joining the group. Reacting to the news, US President Joe Biden said he welcomed the commitment by President Erdogan to proceed with "swift ratification". "I stand ready to work with President Erdogan and Turkey on enhancing defence and deterrence in the Euro-Atlantic area. I look forward to welcoming Prime Minister Kristersson and Sweden as our 32nd Nato ally," a White House statement said. German Foreign Minister Annalen Baerbock tweeted: "At 32, we're all safer together." British Prime Minister Rishi Sunak said Sweden joining would "make us all safer". Mr Stoltenberg announced the agreement late on Monday following talks between the Turkish and Swedish leaders in the Lithuanian capital Vilnius. The Nato chief described it as a "historic step", but stressed that a "clear date" could not be given for when Sweden would join the military alliance - as this relied on the Turkish parliament. Sweden and its eastern neighbour Finland - both nations with a long history of wartime neutrality - announced their intention to join Nato in May last year, several months after Russia launched its full-scale invasion of Ukraine. Finland formally joined in April. What is Nato and what will be discussed during this week's meeting? Bickering Nato aims for Ukraine unity as Putin watches on Mr Stoltenberg said Turkey and Sweden had addressed "Turkey's legitimate security concerns" and as a result Sweden had amended its constitution, changed its laws, expanded its counter-terrorism operation against the PKK (Kurdistan Workers' Party - which is banned in Turkey) and resumed arms exports to Turkey. Turkey and Hungary are currently the only two Nato members yet to ratify Sweden's membership application. Asked about opposition from Budapest, Mr Stoltenberg said that "Hungary has made it clear that they will not be the last to ratify". "I think that problem will be solved," he added. Earlier on Monday, President Erdogan had also appeared to link Turkish support for Sweden's Nato bid to the EU re-opening frozen membership talks with Ankara. EU officials were quick to reject the demand, saying those were two separate issues. But in a statement after the deal was announced, Nato said Sweden would actively support efforts to "reinvigorate Turkey's EU accession process" and this would include "modernisation of the EU-Türkiye customs union and visa liberalisation". Turkey first applied to join the EU way back in 1987, but its drift towards authoritarianism under President Erdogan brought the accession process to a halt. However since Russia's invasion of Ukraine, Mr Erdogan has also played a unique role as a Nato leader with influence in Moscow. He helped broker last year's Black Sea Grain Initiative, which enables Ukraine to export agricultural products from its ports. Turkey has helped the keep the deal alive, despite frequent Russian threats to withdraw. But Turkey has also angered the Kremlin by supplying armed drones to Ukraine. Russian officials were also furious at the weekend when Turkey, in a surprise move, allowed five former commanders of the Ukrainian garrison at Mariupol to fly back to Kyiv at the end of a visit by Ukrainian President Volodymyr Zelensky. Under the terms of a prisoner exchange last year, Russia expected the men to remain in Turkey until the end of the war. The two-day Nato summit kicks off in Vilnius on Tuesday and Ukraine's membership bid will be high on the agenda. All alliance members agree that Ukraine cannot join the bloc during the war - amid fears this would lead to a direct conflict with a nuclear-armed Russia. Ukrainian President Volodymyr Zelensky has himself said he does not expect membership until after the war - but he wants the summit to give a "clear signal" on Ukraine's bid. Several Nato members in Eastern Europe are pressing for a fast-track membership for their neighbour but others, including the US and Germany, are seen as more hesitant. Russian President Vladimir Putin's spokesman Dmitry Peskov on Monday warned that Ukraine's membership of Nato would have "negative consequences for the entire security architecture, which is half destroyed as it is in Europe". Ukrainian membership would "represent an absolute danger, threat to our country, which will require of us a quite firm and clear reaction", Mr Peskov said. https://www.bbc.com/news/world-europe-66160319

WhatsApp has begun rolling out support for a new feature that will allow you to log in to your account using the biometric authentication mechanism on your smartphone. The messaging service will soon allow you to create a passkey — a kind of login credential that eliminates the need to use or remember a password — on your device and use it to securely log in to apps and services using the facial recognition or fingerprint scanner on your device. Feature tracker WABetaInfo spotted the new passkey feature on WhatsApp beta for Android 2.23.20.4 on Tuesday, that is rolling out to beta users. However, not all users who have updated to the latest beta release will have access to the feature, which is reportedly rolling out to a "limited number of beta testers". Gadgets 360 was unable to access the feature on two different Android smartphones that are both enrolled in the beta program. Authenticating using passkeys isn't a novel concept and the technology is slowly gaining traction online— Google already allows you to log in to a new device by using fingerprint-based biometric authentication for passkeys in place of a password. These passkeys are securely stored on your device and used when biometric authentication is provided. The screenshot posted by WABetaInfo also states that WhatsApp will store the passkey in the device's password manager — for most users, that would be the device's default password store that is handled by Google with autofill support. The feature is also expected to make its way to iOS, where it is likely to be stored in the iOS Keychain. It is currently unclear whether WhatsApp will also support storing passkeys in third-party apps like Bitwarden, 1Password, or Dashlane. We can expect to learn more about how the feature works when it is rolled out to more users in the beta program and the feature is expected to arrive on all smartphones on the stable channel in the future. https://www.gadgets360.com/apps/news/whatsapp-beta-passkey-support-login-biometric-unlock-fingerprint-face-id-password-manager-4407108

Streaming your games is nothing new, in the past we have streamed games from our gaming PC to a Raspberry Pi via Steam Link and Stadia (RIP). But, using Sunshine, a self-hosted game streaming service, we can stream any of our games to a compatible device. In this how-to we will use a Raspberry Pi 4 4GB running Moonlight, an open-source Nvidia gamestream client to stream AAA games from our gaming PC. For The Project You Will Need Raspberry Pi 4 4GB (2GB should be fine) Gaming PC Ethernet connection for PC and Pi Game Controller (USB or Bluetooth) How To Install Sunshine on a Windows PC Sunshine is a self-hosted game streaming server for Moonlight. It provides low latency streaming services and supports AMD, Nvidia and Intel GPU hardware encoding. It works with many of your games and launchers, giving you a games console-like experience. 1. Download the latest installer for your OS. You can find the latest release under Assets. If yours is not listed, click on “Show all assets”. We chose sunshine-windows-installer.exe for our Windows 10 machine. 2. Double click the installer and follow the instructions. You may see a “Windows protected your PC” dialog, if so click More Info and allow the installation. Use the default installation settings, and when complete, Sunshine will open the browser to the documentation page. Bookmark this page. 3. Select Sunshine from the Start menu. This will start a background service and the command prompt will show the current status. Make a note of the URL, if one appears. zpbtQwbg3xDnNXkRYtddKW-970-80.jpg 4. Open the URL in a browser. In our case it was https://localhost:47990/. 5. Set the username and password. Make a note of the details as they are needed to login to the Sunshine service. 6. Enter your username and password to login to Sunshine. 7. Select Applications from the menu. The Applications menu is where we can create Moonlight launchers for our games. 8. Click on + Add New to create a new game launcher. TUudRubbrhGgCZYrqJAcUW-970-80.jpg 9. Give the application a name and, under Detached Commands, enter the full path to the game and click + to save. We prefixed cmd.exe /c to the command so that it spawns a command prompt. We are pointing the launcher to the shortcut file as it will call the GoG launcher and any other required applications. Adding the path and command requires a little trial and error. Some games will want a command prompt, others not. 10. Set the working directory to the required location. We used the details stored in the Cyberpunk 2077 shortcut but this will vary depending on the game. mQkS6NVxwiNJMVJGbZAZ3X-970-80.jpg 11. Click on Find Cover to source a thumbnail, select the thumbnail and then click Save. gugTRZUWrxDh9T8rwQc3BX-970-80.jpg The game has now been added to the Applications library and now our attention shifts to setting up Moonlight on a Raspberry Pi 4. How To Install Moonlight on Raspberry Pi 4 Moonlight is the application on our Raspberry Pi which will stream our games. It establishes a connection with the PC running Sunshine and streams games across the network. Installing Moonlight is relatively straightforward and in use it is even simpler. 1. Connect your Raspberry Pi to the same network as your PC running Sunshine. Ethernet is the best option, it provides a solid and dependable connection, 5 GHz Wi-Fi offers a compromise of fast connections, but no wires. 2. Plug in a game controller. We chose to use USB but a Bluetooth controller can also be used. 3. Open a Terminal and update and then upgrade the software on your Raspberry Pi. The update command will check our local list of repositories against a remote server. Any changes are updated to our local list. Then, we use that list to upgrade the software on the Raspberry Pi. This step can take some time, depending on your connection speed and the number of updates. sudo apt update && sudo apt upgrade -y 4. Download and install Moonlight. This package will download Moonlight and a QT based GUI. sudo apt install moonlight-qt 5. Go to the main Raspberry Pi menu, select Games >> Moonlight. This will open Moonlight, and it will start searching for a server. It should automatically detect the Sunshine server running on your network. 6. Select the server to connect. Moonlight should auto-detect the Sunshine server. If not, click on the + icon in the 7. Select your game from the list. This will trigger the game to start on the gaming PC. If you are playing with a controller, in our case an Xbox One controller, to exit a game press the View button, Share button left and right bumpers together. Keyboard users, press SHIFT+CTRL+ALT+Q to exit. 8. Settings options are found via the cog menu. Here you can change the streaming resolution, display mode (fullscreen is best) and under Advanced Settings force the Raspberry Pi to use hardware decoding. Now you have everything you need to stream and play your games library from the comfort of your sofa. https://www.tomshardware.com/how-to/play-aaa-games-on-your-raspberry-pi

In 2019, Grinding Gear Games gave us our first look at Path of Exile 2, and with the exception of a couple of small teasers, we've heard almost nothing about it since then. It was supposed to be a sequel akin to Overwatch 2—originally not really a new game per se, but more like a giant patch or remaster that would update the game with new graphics, content, and systems. At ExileCon this year, all that got blown up. Path of Exile 2 is a separate game, and it's a true sequel set 20 years after the original. I for one can't wait. We learned a ton about GGG's new baby during the keynote presentation, so let's get into it. Two games, one Path The story of Path of Exile 2 is one of scope creep. It all started with a desire to update some ancient (2007ish) character models. Then, as game director Jonathan Rogers described it, it became a series of fun projects. 'Why don't we update the models' became 'Why don't we update Act 1' became 'Why don't we fix the way skill gems work' became 'Aww screw it let's make a new game.' "We realized that our plan to replace PoE 1 with PoE 2 would essentially be destroying a game that people love for no reason, so we made a decision," Rogers said in the keynote. "Path of Exile 1 and 2 will be separate, with their own mechanics, balance, endgame, and leagues." What this means for us as players is essentially twice the Path of Exile. Both games will run concurrently, with a league each every three months (a new league every month and a half for sickos like me who will almost certainly play both). Rest assured, however, that your beloved stash tabs and Righteous Fire skins won't be going to waste. Your impossible to craft legacy six-links in Standard won't be retconned to have funny new gem links, and anything you purchase in the future will be usable in both games (unless it's something like a shapeshifting werebear skin, 'cause that's not in PoE 1). https://www.pcgamer.com/path-of-exile-2-preview-6-new-classes-first-details/
