It means leaseholders in buildings of between 11 and 18.5m will no longer be expected to take out personal loans to cover the cost of the work. Instead, the government will try to secure up to £4bn from developers towards the costs. It had already promised to pay to remove cladding in taller buildings. If ministers are unable to secure the funding from developers it may come out of the housing department's budget. What makes cladding unsafe and what are your rights? ‘Lenders won’t touch us - my home’s worth nothing' Delay removing dangerous cladding ‘soul destroying’ In the wake of the Grenfell fire, which killed 72 people in 2017, flammable cladding and other fire safety defects were discovered in hundreds of blocks of flats across the UK. Removing cladding can cost millions of pounds per block, with the cost often being borne by individual flat owners, under the leasehold system in England and Wales. Hundreds of thousands of people are still living in dangerous blocks more than four years on from Grenfell - while many flat owners have been left with spiralling insurance costs, service charges, and requirements for expensive 24-hour "waking watch" patrols in case of fire. In a new package of measures to be announced next week, Michael Gove, Secretary of State for Levelling Up, Housing and Communities, will tell the Commons that if developers choose not to pay for cladding removals voluntarily the government will threaten them with legal compulsion. The BBC understands Mr Gove will warn them next week that he is putting them "on notice". Previously, the government had committed up to £5bn for the removal of dangerous cladding for buildings taller than 18.5m. Cladding campaigners have long asked that the government accept both the principle that buildings under 18.5m ought to be covered and that leaseholders should not have to pay. Newsnight has seen documents from the Chief Secretary to the Treasury Simon Clarke to Mr Gove where he says: That no new Treasury funding will be available to pay for this extra work That the cost of the extra cladding removal must not exceed £4bn That this new provision will cover cladding only, rather than other fire safety defects That if Mr Gove is unsuccessful in persuading or compelling developers to pay for the costs that it must be paid for from existing housing budgets and that "safety should be prioritised over supply" Experts question whether £4bn will be sufficient to cover cladding in buildings under 18.5m. And cladding is not the only or even main problem in thousands of buildings across the country. It is unclear how those leaseholders will pay their bills, and how quickly any money that does come from developers will appear. Developers have largely insisted that their developments were built to regulations and that they are therefore not liable. Without immediate compulsion this process threatens to continue to be drawn out with leaseholders stuck in properties they cannot sell. Hundreds of thousands of leaseholders have already received bills for fire remediation works or will in the coming months. It is also not clear whether these measures will be enough to restore market and lender confidence in new-build properties. Many leaseholders have found their properties effectively worthless and unmortgageable. In November, Mr Gove questioned why flat owners should have to pay anything for dangerous cladding to be removed from their buildings. He said the government had a responsibility to help leaseholders - who were "innocent parties" - with the huge costs. The Department for Levelling Up, Housing and Communities declined to comment.

The company's earnings were boosted by strong demand for server memory chips and higher profit margins in its chip contract manufacturing business. “Samsung is well placed to profit from the record-breaking demand for PCs and electronics,” technology analyst Sam Reynolds told the BBC. He also highlighted that the firm had benefited from currency fluctuations: "The Korean won continues to depreciate, making Korea's exports more attractive on the global market." However, the estimated profit was lower than the 15.2tn won predicted by many analysts. Samsung's spending on such things as employees' bonuses and marketing for its smartphone business were seen as reasons for it missing the market forecast. In recent months, the global shortage of semiconductors has been causing major disruptions for manufacturers, from carmakers that have had to suspend production to Apple warning that iPhone shipments would be delayed. Investors are also watching the company's chip manufacturing operation in Xi'an, central China. The city has been in lockdown since 23 December due to a coronavirus outbreak. Samsung said last week that it would "temporarily adjust operations" at its sites in Xi'an but gave no further details of how the measures could impact the production of microchips. In November, Samsung announced that it had chosen a site close to the US city of Taylor in Texas for its new $17bn computer chip plant. The plant is expected to be operational by the second half of 2024. It is the South Korean electronics giant's biggest-ever US investment. Shares in Samsung Electronics were trading around 1.8% higher in Seoul on Friday.

Mr Modi was on his way to a memorial in the northern state when the route was blocked by protesting farmers. They were demanding the resignation of a cabinet minister whose son has been accused over the deaths of farmers. "This was a major lapse in the security of the PM," a statement from the federal home ministry said. Mr Modi was also scheduled to address a rally in the city of Ferozepur, ahead of state elections. But the home ministry said the prime minister's convoy returned to the airport due to the security lapse. The protesters were demanding the resignation of junior home minister Ajay Mishra, whose son has been accused in an incident that left eight people dead in October. A car linked to Mr Mishra had ploughed into protesting farmers in Uttar Pradesh state, killing four men. Farmers alleged that the son, Ashish Mishra, was behind the attack, but the Mishras deny the allegation. Mr Modi arrived at Bhatinda airport on Wednesday morning, and was supposed to fly to the National Martyrs' Memorial and later to the rally in a helicopter. But the trip was delayed by bad weather, and the convoy finally went by road when visibility did not improve. It got stuck some 30km (18 miles) from the memorial. The home ministry said it has sought a detailed report from Punjab government on the "serious security lapse". "As per procedure, they have to make necessary arrangements for logistics, security as well as keep a contingency plan ready," it said.

India reported 58,097 cases on Wednesday, a six-fold rise in a week that experts say is fuelled by the Omicron variant. Nearly a third of those infections came from Delhi and Mumbai. Both cities have brought back curfews and other restrictions to halt the spread of the virus. Dr NK Arora, head of India's vaccine task force, told NDTV on Monday that the third wave of the pandemic had already begun in the country, adding that the "whole wave seems to be driven by a new variant... Omicron". The country has reported more than 2,000 Omicron cases - Maharashtra, of which Mumbai is the capital, is leading the tally (653), followed by Delhi (464). Delhi's health minister Satyendar Jain has said that 81% of Covid samples in the city tested positive for Omicron. The All India Institute of Medical Sciences (AIIMS) - one of India's major hospitals - in Delhi has cancelled winter leave for doctors, according to reports. The rising infections are a sombre reminder of the devastating second wave India faced in April and May - daily averages of about 400,000 cases at the peak of the crisis. Delhi was among the hardest hit cities as hospitals across the country ran out of beds and life-saving oxygen, leaving patients gasping for breath. Crematoriums were overwhelmed, forcing people to hold mass burials in open spaces. Caseloads did drop eventually - for many months the national tally remained well under 10,000 cases a day. Now as cases rise again, state governments are re-imposing restrictions. Omicron: India aims to avoid 'pandemic roulette' Preliminary data suggests that fewer people infected with Omicron need hospital treatment when compared with other variants. But experts advise caution as a surge in cases could put hospitals under strain. On Tuesday, authorities in Delhi imposed a weekend curfew, with all non-essential activity banned between Friday night and Monday morning. The capital last week closed gyms and cinemas, as well as imposing an overnight curfew in an effort to stem the spread. The weekend curfew decision was announced hours after the city's chief minister Arvind Kejriwal tested positive, saying he was isolating with mild symptoms. Mr Kejriwal has been attending massive election rallies in other states, even as cases continue to rise in his city. On Monday, he attended an event in Uttarakhand where many, including those sharing the stage with him, were seen without a mask. Several other politicians, including Prime Minister Narendra Modi, have held similar rallies in Punjab and Uttar Pradesh in the past few weeks in which thousands - many without masks - have participated with little regard to social distancing. The three states, along with Goa and Manipur, go to the polls in February and March. Ahead of India's second wave too, political parties flouted Covid guidelines in states such as West Bengal where elections were due. The mega rallies were blamed for helping the virus spread. But the Election Commission indicated last week that this year's polls may not be postponed even amid the rise in cases. Meanwhile, authorities in Mumbai said they will consider imposing a lockdown if daily cases cross the 20,000 mark. The city recorded 10,860 new cases on Tuesday, a 34.37% jump from the previous day. Cases are also rising in Goa, a tourist haven, where authorities have imposed a night curfew - it reported 592 new infections on Monday. Goa saw massive gatherings and parties over Christmas and New Year's Eve, which experts say has contributed to the spike in infections. India's government is yet to announce booster doses, although Mr Modi has said precaution doses will be given from 10 January to frontline workers and those above the age of 60 with comorbidities. About 63% of India's eligible adults have been fully vaccinated and more than 90% have received at least one jab since the beginning of the vaccination drive in January 2021. India has so far reported more than 34 million cases and 482,000 deaths from coronavirus, although experts say the true toll could be much higher.

Auto Inobat Auto, a “premium battery technology and manufacturing company”, has received a €10 million (£8.35m) investment from Ideanomics, an American EV group that specialises in commercial fleet operations. The deal values Inobat at the mid-hundreds of millions of pounds. The Ideanomics cash injection follows similar deals that mining conglomerate Rio Tinto and Indian battery group Amara Raja made with Inobat late last year. The news comes as Ideanomics seeks to derisk its battery supply chain across its mobility companies. Ideanomics president Robin Mackie said: “We have been seeking an innovative battery partner to support our electrification strategy. We hope that this investment and partnership will help futureproof our battery and supply needs to realise our commitment towards making EV the natural mobility successor." The main thrust of the deal is towards commercial EVs, Ideanomics’s core business. Inobat CEO Marian Bocek said: “This strategic partnership allows us to expand our battery technology for both on- and off-road commercial EVs while increasing our capacity and future opportunities to support the US e-mobility market.” The focus for this particular deal remains the US, with both companies working together to “develop, produce, and distribute integrated battery pack solutions for the US market”. Although Inobat isn't yet a household name, it can count ex-Aston Martin boss Andy Palmer as its vice-chairman. This deal is the latest in a long line of cash injections into EV start-ups and comes as Inobat seeks to build on its ambitions to open further 'gigafactories' throughout Europe from 2024. It's currently building a research-and-development centre and a pilot battery facility in Voderady, Slovakia, with a view to completing both by the end of 2022. Other European firms are also looking to open battery 'gigafactories' as manufacturers rush to build more EVs. Northvolt, a Swedish company that has backing from BMW, Volkswagen and Volvo, started producing batteries in 2021, while Britishvolt has broken ground on its gigafactory in Blyth, England. However, the main EV battery supply chain remains based in Asia.
