  1. will defund the United Nations agency that aids Palestinians through next year — even as 1.1 million people in Gaza face threats of famine in coming months — on the basis of flimsy allegations by Israel against a tiny minority of the agency’s staff that have yet to be proven. Congress passed the defunding measure as part of a $1.2 trillion spending package to avert a partial government shutdown. In addition to stripping funding from the United Nations Relief and Works Agency for Palestinian Refugees in the Near East, or UNRWA, through March 2025, the bill includes the $3.8 billion the U.S. sends to Israel every year. The bill also contains a long-standing provision that would limit aid to the Palestinian Authority, which governs the occupied West Bank, if “the Palestinians initiate an International Criminal Court (ICC) judicially authorized investigation, or actively supports such an investigation, that subjects Israeli nationals to an investigation for alleged crimes against Palestinians.” After a late-night vote, the Senate sent the bill to President Joe Biden to sign it into law on Saturday. The U.S. first suspended aid to UNRWA in late January, when the Israeli government leveled allegations that 12 of the agency’s 30,000 employees — or 0.04 percent — were involved in Hamas’s attacks on October 7 (Israel later accused two additional employees of involvement, bringing the total number to 14). In response, Philippe Lazzarini, commissioner-general of UNRWA, immediately terminated the accused staff members and launched an investigation. The U.S. decision to cut aid to the 74-year-old aid agency, which was founded amid the creation of Israel and the ensuing Nakba — the mass displacement and dispossession of Palestinians from their homes — prompted much of the West to follow suit, including other top donors such as Germany, the European Union, and Sweden. While several of those donors have recently announced their intention to resume funding, the U.S. government, which has historically been a top donor to UNRWA, has instead doubled down.   4. will reportedly miss its target of developing a modem for the iPhone that could see the company replace a vital component sourced from Qualcomm. The iPhone maker was previously tipped to introduce an in-house modem chip for its smartphones within the next couple of years, but a new report suggests that it might be delayed by a year. Apple employees have reportedly been working on the project since 2018, but the company's alternative to Qualcomm's modem is said to be years away. A Bloomberg report, citing unnamed sources at Apple with knowledge of the matter, states that the company is expected to miss its goal to develop an in-house modem chip by early 2025. Instead, the chip could be developed by the end of that year, or in early 2026, according to the report. Earlier this year, Qualcomm and Apple renewed a deal for access to the US chipmaker's modems for Apple's iPhone upcoming models. Apple's Johny Srouji announced in 2020 that the company had begun development of a new modem chip for its iPhone models. However, it has faced challenges during development — despite acquiring Intel's modem unit for $1 billion in 2019. The firm missed its plan to include its own 5G modem in an iPhone by next year, and the report suggests that it will not be available until 2026 — when Apple's deal with Qualcomm is set to end.When Apple eventually launches its own 5G modem, it might not offer performance on par with competing smartphones equipped with Qualcomm's modems, according to the report. One of the versions being developed by Apple does not offer support for the short-distance millimetre wave (mmWave) bands that offer extremely high 5G data speeds under certain conditions. Apple would also have to ensure that none of the technologies supported on the chip infringes on Qualcomm's patents. A new report from Japanese business publication Nikkei has alleged Nintendo is planning to release its next-generation console – known colloquially as the ‘Nintendo Switch 2’ – in March 2025, with this release window inspired by concerns over hardware supply. VGC and other sources reported earlier in February 2024 that Nintendo had pushed back the release of its upcoming console from late 2024 to early 2025, with some sources suggesting the delay was related to a lack of games ready for launch. Nikkei‘s report corroborates this rumour, suggesting the Nintendo Switch 2 was delayed “to ensure the initial inventory of the successor console and a lineup of software titles at the time of its launch.” The outlet further alleged Nintendo is working to ensure a steady and hearty supply of hardware, to keep up with demand, and avoid any potential manufacturing bottlenecks. As many will remember, the pandemic-era console releases for the PlayStation 5 and Xbox Series X/S were fairly disastrous, with consoles remaining out of stock more than a year after launch due to supply chain issues, and the global semiconductor chip shortage. In response to multiple complaints of hardware failure following the rollout of its Vanguard anti-cheat software to League of Legends, Riot Games says it has "not confirmed any instance of Vanguard bricking anyone's hardware" but acknowledged that some BIOS settings could be causing headaches for a small number of players. The controversial Vanguard anti-cheat software has been live in Riot's shooter Valorant since the game launched in 2020, but it didn't come to League of Legends until earlier this week, as part of the 14.9 patch. Reports of serious trouble quickly followed: Players said their PCs were crashing, stuck in reboot loops, and in some cases "bricked"—rendered completely inoperable—following the update. In response to the complaints, Riot said on Reddit that "overall, the rollout has gone well," and that "fewer than 0.03% of players have reported issues with Vanguard." It also said that after resolving "a few of the major threads" about PCs being bricked, it has confirmed that Vanguard wasn't actually the cause."About ~0.7% of the playerbase bypassed Microsoft’s enforcement for TPM 2.0 when they installed Windows 11, but the rollout of Vanguard requires that those players now enable it to play the game," Riot said. "This requires a change to a BIOS setting, which differs based on the manufacturer. Vanguard does not and cannot make changes to the BIOS itself." TPM (Trusted Platform Module) 2.0 is a security feature that was made mandatory for Windows 11—sort of. There was initially confusion about whether "older" PCs would support it and if TPM 2.0 was actually required at all ahead of the Windows 11 rollout, and then Microsoft muddied the waters further by telling people how to bypass it completely while upgrading from Windows 10 to Win11. As we noted at the time, the whole thing was confusing and frustrating, but it did open an avenue to a Windows 11 upgrade for people who didn't have, or didn't enable, TPM 2.0 support on their PCs. Unfortunately, that avenue has now led here. Microsoft allowed people to bypass TPM 2.0, but Riot will not: The League of Legends support page states that "if TPM 2.0 is disabled in Windows 11, League of Legends will not properly launch, and players will be greeted with a VAN9001 error." Complaints about hardware being bricked are a rare occurrence that arises from a couple of very specific scenarios, according to Riot. Many motherboard manufacturers prompt users to switch to UEFI (Unified Extensible Firmware Interface) mode when TPM 2.0 is enabled, but if your Windows 11 install is on an MBR (Master Boot Record) partition, it will not boot when that switch is made: To support UEFI mode, Windows 11 must be installed on a GPT (GUID Partition Table) partition. The good news is, Microsoft offers a free tool that will convert MBR disks to GPT in most cases without requiring a reformat.There's also an issue with Secure Boot, a technology meant to ensure that unvalidated software and firmware won't load. Vanguard uses the Secure Boot feature for Valorant but Riot opted not to enable it for Vanguard in League, because so many players of that game have older PCs (don't forget, League has been around since 2009) which have Secure Boot compatibility problems. As an example, Riot said that if a GPU's option ROM isn't signed, enabling Secure Boot—as at least one player apparently did—will prevent it from rendering anything. If that happens, the only solutions are to connect your monitor to your integrated graphics card (if you have one) and then disable Secure Boot in the BIOS, or to pull your CMOS battery in order to reset everything back to default settings. As an old-timer this all has a very "yes, PC gaming" vibe to it, but for anyone not familiar with the joys of wrangling jumpers to avoid IRQ conflicts (ie., most people), it's a very real roadblock (and annoyance) to run into one of these issues. Finding solutions is a challenge in itself, especially if your PC isn't working, and even when potential fixes are found, fiddling with BIOS settings and yoinking CMOS batteries aren't things that everyone is going to be comfortable doing. As one redditor put it in response to Riot's guidance, "Holy hell, how is a regular player supposed to understand this?"Riot actually addressed this possibility a few weeks ago in a blog post ahead of Vanguard's arrival in League, saying that while Microsoft's enforcement of the TPM 2.0 requirement in Windows 11 is "relatively weak and easily bypassable." Riot opted to be more serious about it: "So, a select few Windows 11 users may find their ability to play League is impacted," Riot wrote, "especially if you modified registry keys to bypass this requirement." And there's apparently no intention of walking it back. In response to a player who said their only option to continue playing League is to either downgrade to Windows 10 or buy a whole new PC, Riot said simply, "It is required to have TPM 2.0 enabled on Windows 11." As for why Riot has opted to add a new and very unpo[CENSORED]r anti-cheat technology to a 15-year-old game, the studio said in the pre-release blog post that while League "is a fairly secure videogame," scripting is a persistent problem: Globally, 1 in 15 games were found to have a botter or scripter in it in recent months, and Riot said that percentage is much higher in some regions. "Increased client security and less scripting means that the League team will be able to leverage more mechanically rewarding designs, like combos, timing windows, and executes," Riot said. "Ranked statistics won't be as poisoned by scripters, facilitating easier balancing of high risk-and-reward champions, and games ruined by cheaters can eventually be 'undone,' returning LP to those affected. "I know it's hard to be delighted about new anti-cheat, but this is the hardest part. It's only up and to the right from here." Well, for most players, anyway. In the same thread, Riot said Vanguard "does not take a screenshot of your whole computer/multiple monitors," although it will take a shot of game clients "for suspicious activity related to ESP hacks," something it said almost all anti-cheat software does and that's in full compliance with regional privacy laws.   15. Intel has submitted a progress report to the Ohio Department of Development. Its progress in developing two new semiconductor manufacturing facilities in Licking County hasn't been stellar though, far from it. The iconic US chipmaker promised $20 billion of investment in the project and that the new fabs would be operational by 2025. However, the report (PDF) published by Ohio Governor Mike DeWine on Friday suggests that Intel has invested just $1.5 billion and the fabs will be operational "between 2027 and 2028." Intel outlined the following key points, to mark its progress: Intel has spent approximately $1.5 billion through December 31, 2023 A further $3 billion is contractually committed Intel had 69 employees from 14 Ohio counties working at the project site in December Construction workers from 75 of Ohio’s 88 counties have contributed to the project to date Intel's supplier footprint has grown from 150 to 350 since the project announcement Plans are ready for an office building, water treatment, and reclamation facility, and an air separation unit on-site Keep the above points in mind, if you will, as we recount Intel's announcement in January 2022, and our coverage of the beginning of construction near Columbus, Ohio, in September of the same year.Intel's $4.5 billion spent or committed is less than a quarter of the $20 billion promised. Moreover, the two first fabs at Intel Ohio should have been operational next year – not a date that could easily be fudged into 2028. We must also remember that Intel has received "more than $2 billion in incentives," towards this project.Despite clear delays to Intel's previously-promised progress, Ohio politicians still seem pretty happy with the situation. Not a lot of people can answer yes to that last one, but developer Slavic Magic can. According to SteamDB, Manor Lords tops Sid Meier's Civilization 6 (162,657 CCU peak) and Cities: Skylines 2 (104,697 CCU peak). Impressive! Historically, no other games in that category have a peak CCU above 100,000. But just because a game is a certified hit doesn't mean the work is done. With all those players, there were so many bug reports and feedback threads that the official Discord "ran into an issue overnight where the number of active threads exceeded capacity." Among some of the issues: players aren't thrilled that archers might as well be throwing marshmallows at their enemies, which Manor Lords' developer said will most likely be addressed in a future patch. (Turns out, archers were OP in an earlier build so they were nerfed for launch, but perhaps a bit too much.)There are other problems, such as the low productivity of Manor Lords' sawpits, that could also use some attention, and plenty of features that aren't yet available in early access. That includes odors, apparently: there's an overlay for "smell" in Manor Lords, indicating that buildings like butchers and tanneries might bother villagers living too close to them.   17. Former investment minister Osama Saleh has agreed to fill the same post in Egypt's new interim government, Al-Ahram Arabic news website reported on Tuesday. Saleh had served as investment minister from August 2012 until May 2013 in the government of deposed Islamist president Mohamed Morsi. He was then replaced by Yehia Hamed, a spokesperson for the Muslim Brotherhood's political arm, the Freedom and Justice Party, from which Morsi hails. Born in 1960 and a graduate of Cairo University's faculty of commerce, Saleh served as chairman of Egypt's General Authority for Free Zones and Investment (GAFI), a governmental entity concerned with regulating and facilitating foreign and domestic investment, from 2009 until his instatement as minister. Saleh told Al-Ahram on Tuesday that he accepted the post offered to him by Interim Prime Minister Hazem El-Beblawi after former tourism minister Mounir Fakhry Abdel Nour turned it down. Saleh said that despite this "difficult time" facing the country, he would complete the mission he had begun while in office, in particular by encouraging investment. In the first incidence, two people were held in Alexandria, northern Egypt, after a photo appeared on Facebook showing one of them holding a dog over the edge of a balcony. They confessed to having committed the crime and will face legal action, the ministry said. In the second incidence, three people were arrested after they posted a video clip on social media showing them torturing a cat. After examining the video, the police arrested the torturer, cameraman as well as the publisher of the clip. The trio are residents of Boulaq El-Dakrour in Giza Governorate. Their mobile phones were discovered to contain video footage of the torture. They confessed to the crime and were referred to legal authorities for further action. In March, Egypt’s public prosecution ordered an investigation against a cafe worker in Cairo after a video clip surfaced showing him torturing cats. He later faced legal action. An investigation revealed that he had committed the torture as a joke with friends for the purpose of uploading the clip on TikTok to attract views. The video was discovered on his mobile phone.   19. Rabat - Chinese battery parts maker CNGR Advanced Material Co and Moroccan private investment fund Al Mada are reportedly teaming up to build an industrial base in Morocco. The construction of the industrial base will begin this year inJorf Lasfar, Bloomberg reported on Tuesday, adding that the total investment to carry out the project is estimated at $2 billion. The project will focus on developing battery components in line with the growing electronic vehicle industry. The initial production target is set for 2025, Bloomberg reported. Moroccan television channel SNRTNews quoted a joint statement from the two companies highlighting Morocco’s assets, including phosphate resources – a key material in the production of phosphate-lithium cells, which are increasingly used in electric vehicles. The two partners emphasized the importance of the project, saying that its production is sufficient to equip more than one million electric vehicles per year. The production will mainly be exported. “The partners are in talks with the OCP Group to secure the necessary phosphate,” SNRTNews quoted the statement as saying. Morocco has been stepping up efforts to become a continental and international leader in the EV sector. The turnover of the Moroccan automotive sector reached $7 billion at the end of June, with an annual growth rate of 34%, according to data from Morocco’s Exchange Office (OE). According to the plan, Morocco’s electric car production is set to reach 100,000 units per year within two to three years, doubling current production levels. The North African country also continues to attract industrial operators active in EV and car manufacturing companies from around the world, thanks to its strategic location just a few miles away from Europe.
