  1. Rabat - King Mohammed VI inaugurated today the Rabat-Sale-Kenitra City for vocational training (CMC) in the town of Tamesna. The project is the result of a partnership between the Office of Vocational Training and Employment, the Hassan II Fund for Economic and Social Development, and the Rabat-Sale-Kenitra Region Council. The overall budget of the project settled at MAD 380 million ($38 million). The investment does not include the cost of the two institutes specialized in health professions and the food industry attached to the City of Professions and Competencies. The city serves as an institution for professional training and is in line with royal instructions and the new roadmap for the development of the vocational training sector. To ensure the successful execution of its mission, the professional training hub is equipped with pedagogical spaces and “life spaces” that facilitate the development of technical and comprehensive skills as well as the self-development of trainees. The city houses six specialized sectors dedicated to acquiring professional skills, along with six integrated practical platforms. These platforms provide training based on “learning by doing” through exercises that simulate real professional environments, enabling trainees to gain practical experience. The “Industry” pole, designed in the form of a pedagogical factory, offers trainees the opportunity to engage with ten different specialties related to quality, health and safety, environment, industrial and electrical engineering, mechanics, and automotive professions. In addition, the pole includes a mini-pedagogical chain for manufacturing electric vehicle charging stations. It operates as a real-size application platform managed by multidisciplinary teams and trainees specializing in various fields within the sector. The training hub further comprises shared facilities, including a language and self-skills center, a vocational guidance center, innovation spaces (collaborative workspace, development laboratory, digital factory, incubator), a multimedia library, and a dedicated space for open online training courses (MOOC). The studio within this space is equipped with multimedia facilities to produce audiovisual content and training materials. Moreover, there is a conference center available. In terms of living spaces, the city provides a trainees' residence with a capacity of 700 beds, a cafeteria, a shelter, several meeting spaces, and sports fields (football, basketball, volleyball, and handball). The vocational training hub covers an area of 10 hectares and has an annual capacity of 3,560 seats, which can be increased to 4,560 seats with the addition of the two associated institutes: the Health Professions Training Institute in Rabat (currently under construction, with a capacity of 560 pedagogical seats annually) and the Food Industry Training Institute in Kenitra (completed and boasting a capacity of 440 trainees per year). The institution offers training in eight sectors, including four newly selected sectors adapting to the needs of the Moroccan market. The training programs consist of 105 training courses, including 80 newly established and 25 courses that have been restructured and updated. Papua New Guinea’s foreign minister, Justin Tkatchenko, has apologised for calling people “primitive animals” after his daughter faced criticism for TikTok videos she made while accompanying him to London for King Charles’s coronation. “I would like to personally apologise about my comments that were taken the completely wrong way and make known that these comments were solely directed to the individuals that made these disgusting and vile comments about my daughter,” Tkatchenko said in a statement. “Ultimately, my daughter is a person of her generation, the online generation, where they like to post everything about their lives online. She realises now how the video was perceived, which was not appropriate.” In one video Savannah Tkatchenko, 25, had shown herself travelling first class on Qantas and said she had done some shopping in Hermes and Louis Vuitton at Singapore airport. “For those of you that don’t know, Singapore airport shopping is so elite,” she said. Another video showed her unboxing cosmetics and a handbag after a shopping trip in London. The videos went viral on social media in PNG, with people questioning why taxpayer money had been spent on her attendance at the coronation. Responding to the criticism of her on Wednesday, Tkatchenko told Australia’s ABC her critics were “primitive animals” who had “nothing to do”. He later reiterated the comments to the Guardian, saying they were “living in the dark ages”. “I was officially invited by Buckingham Palace for myself and my spouse to go to the coronation representing the prime minister and the government of Papua New Guinea and for me that was an absolute honour and unfortunately my spouse could not attend, so I invited the next best person, who was my daughter,” Tkatchenko told the Guardian on Wednesday. “So where they get all this trumped-up thing that we are misusing public funds and going overseas, what a load of bullshit.” Prior to Friday’s apology, Tkatchenko had said that his daughter received K25,000 (£5,600/$7,100) in government funds as an allowance for the trip which she had used to pay for accommodation and meals. The flight was also paid for by the government. “Is that misuse of funds when you’re going there on an invitation, representing the government and prime minister of this country?” Tkatchenko said his daughter had not actually bought anything in Singapore. When asked about the London unboxing video, he said: “I have no idea of this.” Savannah Tkatchenko was not available for comment and has since shut down her TikTok account. The prime minister, James Marape, asked Papua New Guineans to accept the apology, saying in a statement that he too had been offended by Tkatchenko’s comments. “I advised him that as ministers of state, and leaders of our country, we carry a huge responsibility in how we respond to public scrutiny of our conduct as well as that of family members,” he said. “I appeal to our people that we should rise above these issues and stand united as one people, one nation, one country, regardless of colour or creed.” Critics of the coronation trip also noted media reports that 30 people were part of the delegation accompanying PNG’s governor general, Bob Dadae, and his wife. Other Pacific Island countries sent fewer than three people each to represent their country. A local newspaper, citing a reliable source in the country’s finance and treasury department, reported that the trip cost taxpayers K3 million (£672,000/$851,000) and another K3 million was spent on celebrations in PNG. About 85% of people in Papua New Guinea lived in poverty in 2020, according to the World Bank, while the national budget continues to be supplemented by loans and grants from donor partners.   5. Australian scientists say they have made the world's first diagnosis of chronic traumatic encephalopathy (CTE) in a professional female athlete. Studies on the degenerative brain disease, linked to contact sports, are usually carried out on male athletes. The diagnosis was made on the brain of Heather Anderson, an Australian Rules footballer who took her own life last year aged 28. Scientists say the case could be "the tip of the iceberg" for women in sport. CTE causes an increased risk of mental illness and has also been linked to dementia, but can only be diagnosed post-mortem. Scientists believe it is caused by repeated head knocks and concussions, with a study by 13 academic institutions last year finding "conclusive evidence". Research into the condition has been growing in recent years - with more than 300 cases identified in American football alone. In Australia, high-profile male Australian Rules footballers Danny Frawley, Shane Tuck and Polly Farmer were diagnosed with CTE, as was rugby league player-turned-coach Paul Green. But study of CTE in female sports stars has been limited. Ms Anderson's family donated her brain to the Australian Sports Brain Bank (ASBB), in the hope of better understanding her death. She played eight professional games in the top-tier Australian Football League Women's (AFLW). She suffered several injuries throughout her career including at least one concussion. A talented defender, she was known for wearing a bright pink helmet during matches before her retirement in 2017. Prof Michael Buckland, who co-authored the study, said Ms Anderson's brain had three clear lesions, including in parts of the organ that regulate movement, problem-solving, memory, language, and behaviour. Prof Buckland told the BBC that people suffering from CTE often experience a wide range of mental health issues, and that Ms Anderson's family had told him "in some ways" the findings "made a lot of sense". "Depression, anxiety, irritability, impulsivity, drug and alcohol use, suicidal thoughts, as well as actions of suicide are common," he said. He added that Ms Anderson's family were grateful for the research and might encourage more studies into how head injuries affect women in sport. "I think [Ms Anderson] is a sentinel case. There's certainly a real need for a focus on females in this space," he said. It comes as sporting bodies globally are under pressure to improve concussion protocols and protect players.   7. Bungie has in recent years been very aggressive in its pursuit of Destiny 2 cheat makers, and not at all shy about saying so. Based on the opening line of its most recent legal action (via Torrentfreak), filed against the makers and sellers of the Ring-1 cheat, it has no intention of stopping anytime soon. The action actually began in May 2021, when Bungie joined up with Ubisoft to file a joint lawsuit against Ring-1. The two companies reached a settlement with three of the four named defendants in the case in late 2022, but the fourth failed to respond to the suit, and so Bungie and Ubisoft requested a default judgment of $2.2 million. The judge in the case rejected that request, however, ruling that the fourth defendant was "not an original developer of the software or an original participant in the Ring-1 enterprise," but instead appeared to be "akin to a customer service representative." Those wins have been widely reported, Bungie said, which means that the Ring-1 defendants are well aware by now that their actions are illegal, and have had more than sufficient time to knock it off voluntarily. And yet they have continued to make and sell their cheat software, "secure in the belief that they can avoid consequences for it." The suit goes on to define the various parties involved, Bungie's efforts to deter cheaters, and Ring-1's persistence in circumventing that work, including copyright infringement, civil RICO [Racketeering Influenced and Corrupt Organizations] violations—wire fraud, criminal copyright infringement, and money laundering—DMCA violations, Computer Fraud and Abuse Act violations, civil conspiracy, and more. Given Bungie's string of wins in court, I would expect this lawsuit to end pretty much the same way: With some spare cash for Bungie, and another cheat maker gone.   8. Cassius, the world's largest crocodile living in captivity, just turned 120 years old. Or at least that's his estimated age, scientists say. It's difficult to determine a crocodile's age based on its size. Once they reach adulthood, the rate at which crocodiles grow slows down and eventually grinds to a halt. The largest crocodiles are usually the ones that grow in irregular spurts as juveniles, with males typically growing bigger than females. "There is no way of knowing Cassius' actual age as he was born in the wild and the age is just an estimate," Toody Scott, a crocodile keeper who looks after Cassius at Marineland Crocodile Park on Green Island, told Live Science in an email. The nearly 18-foot-long (5.5 meters) saltwater giant's birthday "was essentially made up a few years ago" and this time of year is actually "the wrong time of year for a crocodile to be born in northern Australia," Scott added. Even then, when Cassius was estimated to be between 30 and 80 years old, he was the biggest crocodile ever caught alive in Australia. "He was 16 feet, 10 inches [5.13 m] with at least another 6 inches [15 centimeters] of tail missing and a bit of a snout missing," Grahame Webb, a crocodile researcher who participated in the capture, told ABC News. "He was a big old gnarly crocodile then. Crocs of that size are not normal." Cassius was a difficult catch for Webb and his colleagues back in the 1980s. Large crocodiles had been prime targets for hunters, so researchers rarely had the opportunity to study them. Now, Cassius is anything but wary, according to his keepers. "He still has a lot of spark in him" and is "always up for an interaction," Scott told ABC News. While other old reptiles tend to be docile and uninterested, "he's one of the liveliest crocs and very engaging." Saltwater crocodiles (Crocodylus porosus) typically live for more than 70 years, according to the nonprofit conservation organization Oceana. The largest saltwater crocodile ever captured was Lolong, a 20.3-foot-long (6.17 m) beast from the Philippines.   9. The SNP would demand the power for another independence vote as the price for supporting Labour in a hung parliament. Senior figures in the SNP think they could hold the balance of power in the next parliament. They have told the BBC the cost of their support would be devolving the power to hold another referendum to Holyrood. This is the most explicit statement yet of their strategy. Senior SNP figures told the BBC they will make the demand for a referendum a central part of their general election campaign. Labour and Lib Dems take seats from Tories Scottish government loses indyref2 court case Labour have repeatedly said they would not do a deal with the SNP on another referendum. The party has said it believes it can win a majority on its own - based on Thursday's local election results. But the SNP leadership is planning to increase its calls for another referendum as the cost of support if Labour need it. Shift in strategy It's not clear what this would mean in practice however - it's unlikely the SNP would be prepared to bring down Labour and allow the Conservatives into power. A Labour source dismissed the prospect saying: "There is going to be a majority Labour Government". The SNP are also facing difficulties of their own. The party has the cloud of a police investigation into its finances hanging over it. It is racing to meet a deadline to provide audited accounts. If it misses that deadline, it could lose out on around £1.2m of public money. As Chris Mason and I wrote last week, the party appears to be shifting to a longer term strategy on independence. But senior figures have told the BBC the one "shortcut" would be in a hung parliament. They would go further than asking for a Section 30 order - giving Holyrood temporary power as happened in 2014. Instead, they would call for the power to be devolved permanently - giving Holyrood control over when another referendum happens. That means a referendum would not necessarily be immediate. The SNP leadership also wants to call for other powers of employment and energy policy. Westminster leader Stephen Flynn said: "The SNP would ensure the power to determine Scotland's future is transferred to Edinburgh, that the cost of living crisis becomes the main priority of Westminster, and that relations with Europe are rebuilt and renewed." A Labour spokesman said: "Keir Starmer has repeatedly said no deals with the SNP going into an election, or coming out of the election. We're campaigning for a majority Labour government." Seconds later, a flash of bright orange and a cloud of white smoke mark the spot, just a few metres away, where yet another land mine has been triggered. As a second badly wounded soldier pulls himself up on to the relative safety of a nearby armoured personnel carrier - arms flailing like a swimmer trying to cling onto a lifeboat - a thick smudge of dark red blood marks his agonising progress. All this was captured, live, last week, by a Ukrainian army drone hovering overhead on the frontlines south of the Donbas city of Bakhmut. From above, the cratered minefield looked like it was covered in a haphazard rash of dark brown crop circles. "Mines are terrifying. They scare me more than anything else," said Artyom, a 36-year-old soldier from Ukraine's 108th Territorial Defence Brigade. Two days earlier, two of his colleagues had stood on "petals" - small, green, anti-personnel mines - that had recently been scattered across a field by Russian rockets. "Our guys were experienced. But it's hard to have eyes everywhere. Both have leg amputations. One leg each. Leveling up and and unlocking treasure chests left behind by slain enemies will also give players an edge in combat by supplying them with stronger weapons and character upgrades that make survival a less daunting task. "There's no place where to hide, all you can do is try to survive a cursed night and get as much gold as possible for the next survivor, before Death inevitably puts an end to your struggles," the official Vampire Survivors website says of the game. The site also serves as a gaming platform itself, giving players a chance to check out a browser-based demo of the game.   14. Star Wars Outlaws, the open world Star Wars game announced by Ubisoft earlier this year, will no doubt be an interplanetary adventure of considerable size. But in a new interview with Edge magazine, creative director Julian Gerighty said the development team at Ubisoft Massive is aiming to keep things "manageable," and that means that unlike some other big sci-fi games in the offing—and yes, I mean Starfield—there will be no procedurally generated planets where you can go anywhere and do anything you want. Starfield will famously have more than 1,000 planets when it arrives in September, and while Todd Howard said that there will be an awful lot of bespoke content on many of them, most of those worlds are created procedurally by generating large "tiles" which are then "wrapped around the planet."   17. Nearly 40 pupils have been killed at a school in western Uganda by rebels linked to the Islamic State group (IS). Five militants attacked the Lhubiriha secondary school in Mpondwe at around 23:30 (20:30 GMT) on Friday. They entered dormitories, setting fire and using machetes to kill and maim the pupils, officials said. The Allied Democratic Forces (ADF) - based in the Democratic Republic of Congo (DRC) - have been blamed and a manhunt is under way. Warning: Some people may find details in this story distressing. More than 60 people are educated at the school, most of whom live there. Uganda's information minister said 37 students were confirmed to have been killed, but did not give their ages. Twenty of them were attacked with machetes and 17 of them burned to death, Chris Baryomunsi told the BBC. Survivors said the rebels threw a bomb into the dormitory after the machete attack. It is not clear if this resulted in a fire in the building which was reported earlier. Six students were also abducted to carry food that the rebels stole from the school's stores, he added. The militants then returned across the border into the DRC. Some of the bodies are said to have been badly burnt and DNA tests will need to be carried out to identify them. Eight people remain in a critical condition after the attack. UN Secretary General Antonio Guterres condemned the "appalling act" and called for those behind it to be brought to justice. Soldiers are pursuing ADF insurgents towards the DRC's Virunga national park - Africa's oldest and largest national park which is home to rare species, including mountain gorillas. Uganda and the DRC have held joint military operations in the east of DR Congo to prevent attacks by the ADF. Security forces had intelligence that rebels were in the border area on the DRC side for at least two days before Friday night's attack, Maj Gen Olum said. But local residents have criticised the authorities for not being prepared for an attack. "If they are telling us the borders are secure and security is tight, I want the security to tell us where they were when these killers came to kill our people," one resident told reporters. Over 100 villagers fled to Uganda but have since returned. The attack on the school, located less than 2km (1.25 miles) from the DRC border, is the first such attack on a Ugandan school in 25 years. In June 1998, 80 students were burnt to death in their dormitories in an ADF attack on Kichwamba Technical Institute near the border of DRC. More than 100 students were abducted. The group may target schools as a way of recruiting children, according to Richard Moncrieff, an expert in the region at the International Crisis Group. But they also do it for the shock value, he told the BBC. "These are terrorist groups who want to make and impact through violence, they want to show that they are there, show that they are active to their colleagues and allies in ISIS in other parts of the world," Mr Moncrieff said, using another acronym for IS. The ADF was created in eastern Uganda in the 1990s and took up arms against long-serving President, Yoweri Museveni, alleging government persecution of Muslims. He fell behind the governor’s pace deeper into the gaggle of marchers and paradegoers, prompting DeSantis to look back and try to finish his brief conversation with Mitchell from a distance while continuing his march forward.   21. It was one morning, while walking on the beach in Gujarat, that wildlife expert Meena Venkataraman spotted a pair of paw prints. But this was no dog or fox that had visited. The footprints belonged to an Asiatic lion, the king of the jungle – and, increasingly, the beach. Once found throughout Mesopotamia, Persia and the Indian subcontinent, the Asiatic lion was almost driven to extinction by the early 1900s due to hunting and habitat loss, before a nawab in the western Indian state of Gujarat intervened. Today, the state is the only home of the Asiatic lion. While most of the nearly 700 animals counted in 2020 are found in the dry, deciduous terrain of the Gir forest and its surrounding protected areas, many have been moving to seaside locales. Between 2010 and 2020, the number of lions living along Gujarat’s coast rose from 20 to 104, and forest officials in Gujarat say coastal habitats are now the most significant of all satellite habitats that the lions occupy. Lions on the sandy beach, walking at the edge of the sea, is an incredible sight Meena Venkataraman, wildlife expert Finding lions in coastal areas is not unprecedented – in Namibia, lions have adapted to the beach, where they hunt seals – but in India it is unusual, says Venkataraman, principal consultant at Carnivore Conservation and Research. “Lions using the sandy beach and walking at the edge of the sea is an incredible sight. I have had the good luck to see that a few times,” she says. In November 2022, researchers from Gujarat’s forest department released findings from the first study of coastal Asiatic lions. Between 2019 and 2021, they monitored 10 lions fitted with GPS radio collars. One question they set out to answer was what kind of habitats the coastal lions were using, says Mohan Ram, deputy conservator of forests in Gir, and lead author of the study.The answers were surprising, says Venkataraman, who was also part of the study. “They shelter in the prosopis plantations in the western coasts [of Gujarat]. These are very thick and very thorny habitats,” she says, adding that it’s unusual because the lion is believed to be a more “open area” animal. Meanwhile, “in the eastern coasts, lions are actually making use of salt pan areas and mangroves”. The researchers also compared the characteristics of the dispersing lions to those in Gir. “Interestingly, we found the home ranges to be different,” says Venkataraman. Lions living in coastal habitats had larger home ranges – the area where an animal usually roams – than those living in the Gir protected areas.
