  2. US President Donald Trump said extra-control killers may have been behind the disappearance of Saudi journalist Jamal Khashoggi in Turkey. After a telephone conversation with Saudi King Salman bin Abdul Aziz, Trump said the Saudi monarch had completely denied his knowledge of what happened to Khashoggi. Trump told reporters he had sent his secretary of state, Mike Pompeo, to Saudi Arabia for urgent talks with King Salman. Meanwhile, Turkish officials are preparing to inspect the Saudi consulate building in Istanbul for clues about Khashoggi's fate. According to a Turkish diplomatic source, the Saudi authorities will participate in the inspection. The Turks suspect Khashoggi was killed in the consulate after he entered it about two weeks ago, which Saudi authorities deny says the journalist left the consulate building after an administrative service. The US president said King Salman had denied Nava Bata's knowledge of Khashoggi's fate. "It seems to me that out-of-control killers may have been behind Khashoggi's disappearance, who knows?" Trump said. King Salman ordered the Saudi Attorney-General to open an internal investigation into Khashoggi's disappearance. "The king ordered the public prosecutor to open an internal investigation into the disappearance of Jamal Khashoggi, based on the information reached by the joint team in Istanbul," an unnamed Saudi official told Reuters. Khashoggi has recently been critical of some of Saudi Arabia's policies in opinion articles written for The Washington Post. He disappeared on October 2 after entering his consulate in Istanbul to extract administrative documents. A number of Saudi officials arrived in Turkey, while King Salman telephoned Turkish President Recep Tayyip Erdogan for the first time. While Turkish sources believe that Khashoggi was killed by a group of Saudi intelligence agents who were brought in a private plane to Istanbul, Riyadh says the journalist came out of the consulate after serving his administrative interest directly. The two sides agreed to form a joint investigation team to investigate the fate of the disappeared journalist. Last week, Saudi authorities allowed their consulate in Istanbul to be searched at the request of the Turkish authorities. But the inspection was disrupted after Saudi Arabia reportedly agreed to a "traditional" inspection, with the naked eye. But the Turkish authorities rejected the "traditional" inspection, and insisted, according to newspaper "Sabah" the use of chemicals reveal the effects of blood.

  5. The brakes are being put on foreigners buying lifestyle and residential properties but one Bay of Plenty agency has seized the opportunity with a "last chance to buy" auction, which is attracting international interest. On October 22 the Government will enforce new rules which exclude some overseas purchasers from acquiring New Zealand residential and lifestyle properties less than 5ha without approval from the Overseas Investment Office. Andrew Fowler, of PGG Wrightson Real Estate Tauranga, said the company had adopted a global marketing plan for six prime lifestyle properties in Katikati, Te Puna and Whakamarama, all with large homes and views. Plenty of overseas buyers were disappointed by the upcoming ban, he said, and it would have an impact. ''I am dealing frequently with people from the United States, Europe and South Africa, who have the wherewithal to purchase good lifestyle properties and are motivated to make a life here for their families. "Since the Government has changed the rules for overseas buyers, there will be genuine purchasers whose chance of securing a Kiwi dream property and making a life here will be thwarted. We have taken the initiative and are giving them this chance to buy.'' Several of the properties came with sufficient land to grow produce such as kiwifruit or avocados. "We are offering highly desirable lifestyle properties, the crème of the crop with outstanding views, in some of the country's most sought-after locations. We know there are international purchasers with genuine intent and desire to buy lifestyle or residential property here, and this is the last chance they have to do that in an unhindered manner," he said. ''My phone is already ringing with overseas people asking if they can do phone bids.'' First National Mount Maunganui, Tauranga and Omokoroa owner Anton Jones said at the end of the day it would be harder for foreign buyers if they did not fit the Government's criteria.
  6. More than two-thirds of vehicles are now fitted with driver protection features like airbags, anti-locking brakes and electronic stability control. Automakers are now moving on to reducing hazards such as cyclists being run over in traffic, children dying from heatstroke in locked cars or multiple pile-ups on fast roads. New self-activating safety options are appearing all the time in new cars. Here are a few of the most significant developments. Doors with eyes The “dooring” of cyclists – the name given to an incident when a someone opens a car door in the path of a passing cyclist is an all-too-common situation with a high risk for all those involved. Carmaker Hyundai says it has come up with an answer to the problem. The company's exit warning system uses radar sensors to scan the area behind a parked vehicle and will lock the doors if it spots a cyclist. The decision is taken out of the driver’s hands and it works for all occupants for up to three minutes after the engine has been switched off. The system has been fitted to the rear doors of Hyundai's new Santa Fe SUV, says press spokesman Bernhard Voss. Prepare for impending impact Audi’s flagship A8 limousine uses electric motors to activate the suspension for enhanced passive safety. The system can jack up a side of the car to better protect its occupants the moment before a crash. The body is raised on the exposed side so that the collision is directed to the stronger areas of the heavyweight car, such as the sills and floor structure. Audi says the potentially damaging load on occupants is cut by 50%. Stop child deaths Children and dogs left in closed cars can suffocate and die, especially if it hot outside. Hyundai's Sante Fe has a solution for this too Called Rear Occupant Alert. It helps make sure nobody is left behind when the car is parked, namely infants, young children or family pets. An ultrasonic sensor is activated when the car is parked and locked, and if movement is detected inside, the horn will sound and lights will flash. The system also sends an alert to the owner's smartphone. A number of other automakers offer similar passive reminders for drivers. Forward-collision warning This is a feature more commonly seen in mainstream cars but the latest versions are more sophisticated. Front sensors detect what cars in front are doing and send a warning to the driver if a collision seems imminent. The best set-ups apply the brakes automatically if an object is approaching too quickly or in an accident situation. Others sense that a driver is not responding to the warning and apply light brake force to slow the vehicle. This can be a lifesaver on motorways when tail-ups build up quickly, leaving little time for drivers to react at high speed when encountering a column of stationary traffic. Avoid car park scrapes BMW believes parking should be as enjoyable as driving. It has equipped the new luxury 8 Series coupe with an assistant which takes the stress out of negotiating a crowded multi-storey car park. The company’s remote control parking assistant lets the car do the parking. The system is so clever that it records up to 50 metres of the car's previous movements in a car park as long as the vehicle is travelling at under 36 km/h, said press spokesman Martin Schleypen. When it is time to leave the parking space, the car retraces its route automatically, with no need for the driver to accelerate, steer or apply the brakes. The car as parking attendant The revised C-Class from Mercedes-Benz is the first from the range to get the tweaked Me-App which sends the vehicle information to smartphones and smart watches. The app enables owners to locate the vehicle, plan a journey and also find out if someone has dented the car when it is parked – thanks to on-board surveillance cameras The owner gets an prompt alert to say that someone has damaged the car although there is not a lot he or she can do about it. The next stage is more interesting but it has legal repercussions. Courts might accept evidence from on-board cameras to unmask the crash perpetrator and possibly lead to a prosecution.
  7. Patients claiming free prescriptions face checks before medicine is issued in an effort to stamp out fraud. Prescription fraud currently costs the NHS an estimated £256m a year in England. A new digitised system to be piloted next year will mean pharmacies can instantly verify who is entitled to free medication. But pharmacists have opposed similar plans in the past, saying they harm patient trust. Currently, patients either present an exemption certificate or sign the back of their prescription stating they do not have to pay the £8.80 charge. The NHS Business Authority runs random checks, but only after the medication has been dispensed. In 2016-17, the number of £100 fines it issued for false claims doubled to more than 900,000. 'No easy target' The new approach will require pharmacists to check the digital exemption system before handing over medication. Mr Hancock said: "The message is clear. The NHS is no longer an easy target and if you try to steal from it you will face the consequences." Should the long-term ill have free prescriptions? Free prescriptions 'saving Welsh NHS money' England is the only part of the UK which charges for prescriptions. The Royal Pharmaceutical Society and the British Medical Association have said many of those fined are not fraudsters, but people who fail to complete paperwork properly or forget to renew their exemption. People with long-term illnesses and on low incomes were most likely to be affected, they said. Fraud is estimated to cost the NHS £1.2bn a year, or about 1% of its total budget. The prescription checks are part of a series of measures intended to prevent £300m of fraud by April 2020. Other measures include a counter-fraud team targeting rogue dentists and pharmacists who charge the NHS for work they have not carried out.
  8. First off, the Nike Apple Watch Series 4 is still an Apple Watch Series 4, with all that comes with that. The technology is solid, and it has finally evolved into the wearable that Apple wanted it to be. But, new for 2018 is a redesigned Nike Sport Loop that integrates reflective yarn to help with nighttime visibility. The band is a good addition and is, in fact, reflective, though it won't —and shouldn't —replace safety-conscious jackets and pants for runs in extremely dark environments. The new Sport Loop is currently an Apple Watch Nike+ exclusive and is the only Apple Watch band that can't be purchased separately. Nike's specially designed watch faces haven't really changed from last year, save for additional color options and the new full-screen style crafted to take advantage of the Series 4's larger display. To achieve a the striking look, custom complications cannot be added to these full-screen watch faces, limiting their utility. Infograph isn't perfect, as it lacks support for po[CENSORED]r complications like Mail and Messages, which are curiously offered with the Nike faces. But, with it now an option, the lack of available complications on the Nike design feels like a misstep. For runners, the Nike faces also include a permanent complication for the Nike Run Club app, but you can get the same app and complication on the standard Apple Watch. Unchanged software Disappointingly, the app itself is completely unchanged from 2017 If Nike took the time to design a new band for its Apple Watch version — that itself marks a substantial partnership with the world's largest tech company — it should have put some capital toward a revamp of its software fully utilizing the larger screens on the new model. One of the standout features of the Series 4 is the larger screen, but we realize that a bigger display may not be reason enough to justify an upgrade from a Series 3. If you're new to Apple Watch, or have something a bit older than a Series 3 and are trying to figure out whether the additional cost of the Series 4 is worth it —it is. Battery life Even though Apple says it gets the same battery life as the Series 3, we noticed a decent improvement in Series 4 operating time. Instead of running out of life after two days, our Series 4 sometimes goes into the third day with around 30 percent battery life left. Of course, it all depends on how much you use your watch and which watch face you choose to use; a full-screen watch face like the new Nike face will inevitably drain faster. Apple mentioned that battery life during workouts will see a general increase of around an hour, which is really nice for people into fitness. The speaker is also much louder than before, which is great for using Siri, making phone calls or using the new Walkie-Talkie feature. On top of that, the microphone is now on the opposite side of the speaker, helping to reduce echo and improve sound quality. Wireless or Wi-Fi? For those thinking about getting the LTE model, the Series 4 features a ceramic bottom case that allows radio waves to pass through for better cellular connection. To be completely honest, unless you're already going on outdoor runs without your phone, the LTE model might not be worth the extra price. We went on a three-month LTE service trial previously, and hardy ever used the capability. The likelihood that we would be out of the house without our iPhone and not near a known Wi-Fi network is extremely slim, so paying $10 a month for service was a waste given how we used the device during this time. Of course your mileage, and use case, may vary. Apple's kayaking video from 2017 is a good example. Last year, the LTE model included a few extras like 16GB of storage instead of 8GB and a ceramic back instead of composite. This year, GPS and Cellular models come with identical hardware. The Series 4 now supports Bluetooth 5 instead of Bluetooth 4.2 on the Series 3. The limitation was a bit annoying since last year's iPhone 8 and X supported Bluetooth 5, but were forced to rely on the less robust Bluetooth 4.2 protocol when communicating with the Apple Watch. The Series 4 also comes with a new processor and GPU that doubles performance. In real-world use basically every app, even third-party apps, open almost instantly, whereas the Series 3 can take a couple of seconds to do the same. There's also a new accelerometer and gyroscope for better tracking accuracy, which gives way to a fall detection feature that automatically alerts emergency services and contacts if you fall and are unresponsive. Combined with a built-in ECG and redesigned heart rate sensor that can detect atrial fibrillation, a leading cause of strokes and other heart issues, the Watch is shaping up to be a leading health device. ECG and irregular heart rate notifications are not yet functional, but are expected to go live as part of a software update later this year. Evolution or just an iteration? All in all, the Apple Watch Series 4 finally ticks most of the boxes in terms of what we want to see in an Apple Watch, and the Nike+ model gives us even more for the same base price. The only drawback to the Nike+ model is that it's only available in Space Gray and silver aluminum finishes. If you want a stainless steel case and the exclusive Nike faces or bands, you're out of luck. The Apple Watch itself is still a 4.5 out of 5. The hardware is solid, the execution is excellent. The changes Apple has made as the product has evolved has focused the product into what it needs to be —and we've said this before. However, Nike's part of the effort in software is lacking. It's not like the release of the Apple Watch Series 4 was a surprise, and the fact that the Nike complications and software are untouched is unacceptable. As it stands in mid-October, Nike's failure to execute for the release of the product is worth a 2.5 out of 5 just for those aspects, and only because the watch band is a nice addition to the ecosystem. Where to buy Nike is currently accepting orders for the Nike+ Series 4 devices, with free delivery in an estimated two to four business days. Apple authorized resellers B&H Photo and Abt.com are also accepting orders for both the Apple Watch Series 4 Nike+ and the standard Apple Watch 4, with Abt.com currently reporting a two to four week delay for the Nike version. The perk is the lack of sales tax collected in most states, with B&H collecting sales tax in New York and New Jersey and Abt.com collecting sales tax in Illinois, Indiana, Michigan and Wisconsin (see here for details).
