  20. New technology is to be installed at libraries in Worcestershire so they can be open even when no staff are on duty. Malvern Library is one of a number around the county being brought into the council's Libraries Unlocked scheme. The project allows library members to access the buildings during unstaffed periods, although critics say the downside is fewer staffed hours. The county council said feedback from Droitwich and Stourport libraries, which piloted the scheme, had been positive. Libraries Unlocked is now being rolled out to Great Malvern as well as Evesham, Redditch, Kidderminster, Wythall, Pershore, Bromsgrove, Hagley, Alvechurch, Rubery, and Warndon and St John’s libraries in Worcester. But new software and hardware is needed in the libraries in order for the scheme to work. In Malvern’s case, this has meant applying for listed building consent as the library is a Grade II listed building. Work includes the installation of new CCTV cameras and speakers, trunking and cabling infrastructure, and a new entry system that will require users to scan their library card and enter a PIN in order to access the building during unstaffed hours. “Library staff can determine the opening and closing times of the unstaffed periods in the administration software,” planning documents said. “If the library is closed and then opens unstaffed, all the lights and computers will come on automatically. “They will remain on until approaching the end of the unstaffed period when an announcement is made to inform anybody in the library that the library will be closing soon." The documents said subsequent announcements would be made to encourage anybody in the building to vacate the library. When closing time is reached, all the lights would go out, all computers would shut down, and the intruder alarm would be set. District planners this week approved the plans for the library, which was opened in 1906 and is home to the Worcestershire Hub customer service centre and Malvern Registration Services. It also has Great Malvern’s war memorial within its grounds.   22. Dragon's Dogma 2 is a game of bizarre mechanical complexities—it's at times frustrating, baffling, and weird, but that also gives it a unique flavour. The game isn't that interested in being convenient, but it is interested in leaving you asking what the hell just happened while you're surrounded by corpses. I'm about to spoil how, but you may want to read on if you're scared of calamity. In short, the Dragonsplague is an illness your pawns can contract after fighting a dragon or, according to the mechanic's tutorial tip, by coming into contact with an infected pawn. If you lived through the horrors of WoW's Corrupted Blood plague, you might be getting flashbacks, and with very good reason—the elimination of a whole town's worth of NPCs is a genuine option. Infected pawns will eventually transform into a shadowy dragon and obliterate the town you're sleeping in, killing everything, even quest-essential characters. Last week, Rachel Reeves announced that a Labour government would reinstate climate change as a policy priority for the Bank of England (something NEF has advocated for and would warmly welcome!). While Labour has watered down its flagship £28bn green investment pledge, by prioritising green finance, they could still strive to meet the goals of their Green Prosperity Plan. Labour’s Financing Growth review contained some promising ideas to increase private finance for the green transition. However, their policies will need to go further if they want to fulfil their missions to cut energy bills for good, make the UK energy secure, improve living standards, generate one million good jobs, and tackle the climate crisis. Reinstating climate change as a policy priority for the Bank of England is the first and most obvious action the next government should take. The Bank has a huge amount of power in the financial system, both through monetary policy and as a regulator. In 2023 Jeremy Hunt decided to remove climate change as a policy priority for the Bank, which has already had harmful consequences. Andrew Bailey, the governor of the Bank, stated that funding for climate research and policy development has now been reduced. Putting climate change back on the priority list would direct the Bank to develop measures to help bring the financial system into line with net zero (without compromising its primary mandates to control inflation and ensure financial stability). One such policy is NEF’s proposed green term funding scheme. This would bring down energy bills, improve energy security, and help fight climate change. In the scheme, the Bank of England would offer a lower interest rate to commercial banks to fund loans to renewable energy and retrofit projects, provided the banks pass on the rate reduction to their customers. A renewables company could then access a cheaper loan to build a windfarm, or a homeowner could access a cheaper loan to install a heat pump, for example. This would lead to more cheap renewable energy produced in the UK and less reliance on global gas markets. Similar policies are already in operation in Japan and China, and the Bank of Korea and senior figures at the ECB have spoken out in favour of such schemes. “Putting climate change back on the priority list would direct the Bank to develop measures to help bring the financial system into line with net zero.” The next government should also explicitly encourage the Bank to update its collateral framework and supervisory measures, so that investments in fossil fuels and other harmful activities are penalised rather than encouraged. The European Central Bank has made progress in these areas, correctly identifying that the mismanagement of climate risks poses a danger to financial stability (although there are still notable shortcomings to the ECB’s policies). If Labour wants the UK to become a global green finance capital, the Bank of England has a lot of catching up to do. Labour’s financial services review, Financing Growth, successfully identifies other areas where interventions could remove bottlenecks to green investment and speed up the transition. These include unblocking the publication of the UK’s Green Taxonomy, that will define what qualifies as an environmentally sustainable investment. This is a necessary measure to enable many other green finance policies. In particular, the report recognises that buildings retrofit (making our homes and workplaces more energy efficient) is an area where the market is currently failing to deliver. The proposed introduction of property-linked financing (PLF), where loans for green projects are tied to the property rather than the owner, is a promising idea that could help stimulate demand. The Green Finance Institute estimate that PLF could increase green investment by £52 – 70bn. Unfortunately, there are areas of Labour’s review where their approach falls far short of what is required to achieve the net zero transition. To genuinely shift the dial on green finance, the next government also needs to level up the UK’s state-owned financial institutions (SOFIs), such as the UK Infrastructure Bank (UKIB) and the British Business Bank (BBB). A barrier to this is the UK’s current measure of national debt, which is different from most other countries in the world, including across the EU. This difference effectively prevents the UK’s SOFIs from fulfilling their potential as national investment banks. Meanwhile, other countries have state-owned banks able to provide huge amounts of funding for green development, for example the KfW in Germany. Switching our debt-measure to the international standard would empower our SOFIs to raise their own money and power up their investments. For example, the British Business Bank could then offer significant financial support to help UK businesses to decarbonise. Ultimately, greening finance can’t fully compensate for insufficient government investment. Fiscal policy still has a crucial role to play, and Labour should reinstate its full green investment pledge. However, Labour can still make some progress on its Green Prosperity Plan by targeting green finance measures to harness the power of private investment.   24. Nissan plans to launch seven new models in North America and refresh 78 percent of its U.S. lineup by 2026. Nissan's three-year business plan will also see 30 new models launched around the globe, with a nearly even mix of electric and gas-fed powertrains. Nissan also aims to greatly reduce the price of its next-gen EVs by sharing a variety of development costs; it expects EV and ICE models to cost the same by 2030. Nissan is looking towards the future with a new three-year business plan that involves launching seven new models in North America. The company says it will also refresh 78 percent of its existing U.S. lineup during that time as it prepares for more electric vehicles. In the United States, Nissan plans to invest $200 million in its integrated customer experience too. That's part of its goal to increase North American sales by 330,000 units in 2026 compared with 2023. Nissan hasn't yet revealed the powertrains of the U.S.-bound vehicles. However, we know that at least some of them will be electrified, as Nissan plans to launch plug-in-hybrid models and a system called e-Power. The latter powertrain features a gas engine that acts as a generator and powers the electric motor(s), which alone will drive the wheels. As things currently stand, the company has no hybrid or plug-in-hybrid options in the United States. Over the next three years, Nissan also plans to launch 30 new models around the globe, with 16 being electrified and 14 having internal-combustion engines. With those new vehicles taken into account, the brand is planning for electrified vehicles to account for 40 percent of global sales by 2026 and 60 percent by 2030. For its next generation of electric vehicles, Nissan plans to significantly reduce the price. The company says it aims to cut costs of those next-gen EVs by 30 percent compared with the current Nissan Ariya by sharing a variety development costs. Using that approach, production is slated to begin in 2027, with the company planning to achieve pricing parity between its EVs and ICE cars by 2030. Nissan says its two-part plan is intended to "drive value and strengthen competitiveness." It will also focus on a broad product offensive, a ramped-up electrification effort, new engineering and manufacturing approaches, and the utilization of strategic partnerships to improve global sales. Globally, the company plans for 53 percent of its new models released in the next three years to be electrified, while 47 percent will be gas-powered. Nissan says its plan shows a clear path to the company's future. "It illustrates our continuous progression and ability to navigate changing market conditions," said Nissan CEO Makoto Uchida. "This plan will enable us to go further and faster in driving value and competitiveness.
