The Ministry of Housing and Urban Planning led by Carlos Montes (PS) issued a statement this Thursday night, in response to the leak of the statement of the former undersecretary of the portfolio, Tatiana Rojas, who assured that the Secretary of State—over whom he weighs a threat of constitutional accusation by the opposition as a result of the Covenants case—he learned about irregularities before the foundations controversy was published in the press.

“There is no report from the former undersecretary that warned of irregularities, conflicts of interest or crimes, as the Minister of Housing and Urban Planning pointed out today from the region of La Araucanía,” they stated from Minvu.

What does exist, declared the ministry, is a one-page minute that describes a “normal” situation in Antofagasta, the region where the events involving the Democracia Viva foundation occurred.

“The content of said minutes refutes the rumors, speculations or whimsical and malicious interpretations and confirms what has always been pointed out, that Minister Carlos Montes was not aware of potential situations of irregularities, conflicts of interest or crimes in relation to the agreements signed. with Living Democracy in the Antofagasta region,” concludes the statement from the Housing portfolio.

The Minvu minutes
The document shared by the ministry led by Carlos Montes maintains that, in the Antofagasta region, the Housing Seremi has carried out three key actions since its assumption in 2022. And it details: first, an internal audit of the Precarious Settlements Program was requested, whose results are being studied to implement improvements. Second, work was done on the diversification of foundations involved in agreements, going from 3 to 10 foundations, with 9 in force and executing 74 agreements, only 3 with Living Democracy. Third, a local procedure was drafted for greater transparency in the process.

The Minvu minutes add that the audit report issued in April 2023 is being reviewed by regional authorities to implement necessary measures and notify the Precarious Settlements Program. Regarding the diversification of foundations, several were called, validated by units of the Regional Service.

In addition, they highlight that the seremi established a “protocol” to sign agreements with non-profit institutions, with stricter criteria, in line with the Procedure for Management of Transfers and Surrenders of the SERVIU Camps Program, issued in October 2019.

Minvu emphasizes that the Precarious Settlements Program does not intervene in the selection of regional foundations, it only approves the resolution formalizing the agreement, ensuring the budget and legal form. The call and selection process, they emphasize, are a regional responsibility.
