[Politics] Expert Commission: the last hope for a new Constitution

The countdown has begun for the Constitutional Council to deliver the draft of the new Magna Carta and the general mood is pessimism. The Republican Party has imposed its majority – with the support of Chile Vamos –, thus closing the possibility of reaching agreements. The continuous polls that anticipate a failure of the second constitutional attempt, caused Chile Vamos to pick up the gauntlet and begin to operate to build bridges with other political sectors of the center and center-left. For the moment, the negotiations have not borne fruit. That is why different parties hope that, when the Plenary Session sends the proposal to the Expert Commission, the rules can be amended and a text that represents the various political forces can be prepared.

The progress of the votes in the Constitutional Council has raised alarms in the political world, because there are fears of a partisan Constitution that will not bring together citizens to be approved on December 17. Inside the former Congress, where the process is carried out, different party leaders have been seen talking with their groups, in an attempt to coordinate the work and, eventually, reach some agreements in the last stage.

As the votes – until now – have not recorded broad agreements, the party leaders hope that at the stage in which the draft returns to the Expert Commission, minimum agreements can be reached that make a new social contract viable. However, the road looks complex and rocky, since Republican advisors are not willing to compromise on anything.

The main presidential card of the right currently, Evelyn Matthei, told El Mercurio on Sunday that “if things continue like this, naturally I am not going to put my political capital towards the approval of this new Constitution that is being discussed, which in reality is not a Constitution.” This, when her party, the UDI, has voted in line with the Republican Party.

Furthermore, that same day the results of the Cadem survey appeared, which showed that 59% of the po[CENSORED]tion would vote for the option "Against" the text and 21% "For." And yesterday the Data influence survey was released, which showed a more drastic figure. As things are going, barely 10% would vote “For”, according to said poll.

These events coincide with the activation of the various forces, especially Chile Vamos and Amarillos – with less weight –, to seek agreements and, in the prelude to the return of the constitutional draft to the Expert Commission, it seems like a last opportunity for the different collectivities to amend a Magna Carta that manages to represent the majority of the parties.

Voices within the former Congress confirm that in the Expert Commission there is a greater opportunity for dialogue, since the forces are more balanced and, furthermore, it was the same parties that chose the experts to participate in this process.
