Yesterday, the Chamber of Deputies unanimously approved the final report of the Special Investigative Commission that for several months dedicated itself to investigating the situation of organized crime in the so-called northern macrozone, a body that was chaired by Jaime Araya (PPD). ) and that, among its recommendations, it placed a particular emphasis on what has to do with those who make up the criminal prosecution apparatus and the need to improve not only their salaries, but also their working and other conditions.

In fact, the report indicates that, due to the increased risk in the work of those who perform these functions, it is necessary that, to retain personnel, there are better policies, especially in relation to “remunerations and housing, health benefits and and improvements in their quality of life”, for which the commission recommends designing a new system for assigning bonuses, which is in relation to the risks.

The risks, by the way – as the report points out – can be measured statistically and evidence of them is the homicide rate per 100 thousand inhabitants, which in 2022 was, at the national level, 4.7. In the Province of Santiago this rate was 3.6, but in Arica it reached 7.9 and in Iquique it reached 10.1, figures never before recorded at the national level, but which are still far from the Latin American reality (16.4), although the trend It is incremental.

The issue of economic incentives is important, because – as Deputy Araya points out – it was recently possible to raise the age at which a young person can apply for the Carabineros from 20 to 28 years, in order to attract more people, “but it is It is necessary to increase the remuneration, for example, of police officers in training, who receive a monthly salary of 62,500 pesos, an income that is incompatible with the needs of someone who has family responsibilities," he said.

In this regard, the parliamentarian added that there are a series of situations that must also be reviewed, such as what happens when a police officer wants to apply to one of the Non-Commissioned Officer Schools in the country (Santiago, Concepción and Antofagasta), but finds himself that, by doing so, it loses various allowances and bonuses that it has to the extent that it is operational on the streets, which in practice becomes a disincentive to improvement.

The issue is not minor, given the acts of corruption that have become evident in recent months, especially at the level of what is the first line of the fight against organized crime: the Carabineros non-commissioned officers who are on the streets, in the towns. , in border sectors and in other critical places.
