[News] Drought hits localities in Peru, Uruguay and Argentina

The lack of water extends throughout South America. Regions of Uruguay, Argentina and Peru have added to what was already happening in other traditionally dry territories. Governments try to provide solutions and create plans for the water emergency that threatens agriculture, livestock and the po[CENSORED]tion itself. The tourist city of Cusco is already rationed.

Water is almost always the main protagonist of climate change: heavy rains, river overflows and droughts are direct effects of human actions such as deforestation or changes in the riverbed. In recent months the effects of the drought have been felt more than ever and more extensively in South America. Regions of Argentina, Peru and Uruguay suffer from a lack of water, putting the po[CENSORED]tion and economic activities on edge.

The AR6 Report of the Intergovernmental Panel on Climate Change (IPCC, 2023), estimates, in most regions, a growth in the area of land affected by extreme droughts between 2010-2019, with respect to 1950-1959. “Subregions such as the northeast of South America (coast of Brazil) and the west of the Amazon basin (Bolivia and Brazil) could experience up to 6 months of drought. He explains that in the Río de la Plata, since the beginning of 2019, indicators of a severe drought were detected in the upper part of the basin (Paraguay River – Brazil and Bolivia). In 2020, more Argentine territory and parts of Uruguay were incorporated into this dynamic,” the report says.

Today, the effects of the drought are experienced equally in very different regions of Peru, Uruguay, Argentina.

60 days have passed since the inhabitants of Cusco, a city located in the southeast of Peru, had to adjust to water rationing in the face of the mega-drought affecting the town, due to the drop in the level of the Piuray lagoon.

According to the president of the board of the Municipal Water Company in the area, Juan Figueroa, declared to the newspaper El Comercio, of Peru, "this water deficit means that 37% of the po[CENSORED]tion of the city of Cusco, located mainly in the Historic Center and the highlands are at risk”, due to the daily decrease of 0.50 cm registered on average.

Water scarcity has also hit Uruguay hard: on June 23, the country's authorities declared a water emergency for both the capital, Montevideo, and surrounding areas, since their running water supply has been affected since May as a result of the incessant drought.

The foregoing has prompted authorities such as the Uruguayan Minister of the Environment, Robert Bouvier, to call on the public to take care of the use of the element. "Water is not infinite, which I think is what we thought a while ago," he said, to announce that from the portfolio they will implement "a comprehensive policy that includes groundwater, rainwater, and use in irrigation" .

However, according to a group of UN experts in their letter to the Uruguayan government, "companies, including state-owned companies, have a responsibility to respect human rights at all times and states have an obligation to guarantee the protection of this right by guaranteeing universal access to safe drinking water, even during emergencies", and they presented a critical stance when resorting to the decrease in household consumption in contrast to what they called "privatization risk (...), forcing to the po[CENSORED]tion to buy water”.
