As he said, "now understanding the complex context for the institutions themselves, the Government has then presented a bill, but it is very important to point out that this is not a problem that the Government has generated at all, therefore when the Government presents a bill to improve the conditions for compliance with the Supreme Court ruling, statements of this nature are unfounded and unfair, and in this I want to be very categorical, because language ultimately builds reality, and what the Government has done is act responsibly regarding a problem that was not generated by the Government itself". Elizalde also indicated that "precisely what the project establishes are better conditions for compliance with the ruling. But I insist, here the Supreme Court's ruling is that the isapres are the ones that did not comply at the time with the respective table of values, and therefore, they have a debt with their affiliates. What the Government then proposes is a legislative solution to generate better conditions, but that each one take charge on their own responsibility".
