Within this, there are eight articles that would touch the already beaten pocket of Colombians, according to an analysis made by Portafolio. Citizen Income: Since the PND came into force, the Citizen Income program would be created, which has already taken the first steps hand in hand with Social Prosperity. This seeks to provide economic benefits to the most disadvantaged families in the country, depending, of course, on factors such as the conformation of the household and its area of residence. By way of transition, the director of Social Prosperity, Cielo Rusinque Urrego, announced that the first payment would be made on April 30. The idea of the program benefits some 3.3 million households in situations of poverty, extreme poverty and vulnerability. In this way, the entity would allocate close to seven billion pesos. 4. Zero Hunger: The PND also proposes a new system of transfers of resources in kind in order to have a guarantee of respect for the human right to food of the po[CENSORED]tion living in poverty and extreme poverty, with a rights-based approach and with the participation of the economies. po[CENSORED]r and community, peasant and family members. 5. Reduction of health contribution for pensioners: Retired people in the country who make contributions of between two and three minimum wages, that is, $3.3 and $3.4 million by 2023, will have their monthly health contribution discounted. Energy subsidies: The PND establishes that a reallocation will be made to electrical energy subsidies in order to guarantee that the essential level of consumption of users in vulnerable conditions of strata one and two is covered. Likewise, the article establishes that the subject will be subject to the use of smart meters, to the extent that said scheme is implemented, as well as the implementation of subsidy targeting methodologies that, by reinforcing current inclusion errors , can have the resources required for the rate of the measure. 7. Interest on educational loans: Through a new article included for debate in plenary sessions, the PND authorizes Icetex (Colombian Institute for Educational Credit and Technical Studies Abroad) to make partial compensation for the Consumer Price Index (CPI) that makes up the rate of interest on education loans. This measure seeks to benefit Icetex users by having lines of credit with a subsidized rate and greater socioeconomic vulnerability. 8. Creation and permanence of formal employment: With the aim of giving continuity to the measures aimed at the promotion, generation and protection of formal employment, the PND establishes an incentive for the generation of new employment, which will be extended to users who engage workers with disabilities. This may be extended until August 2026. The Government will evaluate the importance of its continuity, according to the results of the technical studies carried out by the sectoral public entities and may redesign the access and permanence requirements.
