Lavrov noted "a level of international tensions unprecedented in the last ten years" and recognized "the existential nature of threats to security and development" of Russia, "created by the actions of unfriendly countries." "The provisions of the concept imply that the anti-Russian steps of unfriendly countries will be consistently and firmly aborted if necessary," warned the foreign minister. Lavrov pointed out that the new document adds the possibility of using the Armed Forces to "repel or prevent" an attack against Russia. “The thesis on the use of the Armed Forces to repel or prevent an armed attack against Russia and its allies is added. Lavrov indicated that the new concept of Russian foreign policy establishes that "the progressive development of international law must take into consideration the current reality." "In conditions of acute external threats, our willingness to respect the principle of indivisibility of security is confirmed, but only in relation to countries and unions that show reciprocity in this regard," he said. For this reason, he stressed, "the logic of this document (...) reflects the changing geopolitical realities, the actually revolutionary advances in the outer perimeter that ostensibly accelerated with the beginning of the Russian special military operation" in Ukraine. In turn, he observed that the current concept remains faithful to many of the postulates of the previous version, approved in 2016, particularly those linked to "the principles of our foreign policy, and above all its independence and focus on the creation of external conditions conducive to the development of Russia”. Unlike the West, Russia's renewed foreign policy “sets the course toward increasing the potential for strategic partnership with our great neighbors, China, India, Muslim countries, and also the countries of Asia and the Pacific, Africa, Latin America, and the Caribbean,” Lavrov added. Putin in turn called the new concept "balanced" during the meeting.
