The new law includes the prohibition of circuses with animals, both domestic and wild. Authorization to hold pigeon shooting competitions is excluded from the legal text, which is why it is prohibited.

The Basque Country already has a new Law for the protection of domestic animals. On June 2, 2021, the PNV and PSE parliamentary groups registered a bill in the Basque Parliament to protect pets.

This Proposal was based on the proposal made in the last legislature by Elkarrekin Podemos, but with a strong snip that excluded all animals that were not pets.

After the parliamentary process and the different amendments, the law has been improved in many aspects, the most important being that it will continue to be a comprehensive law, like the one that dawned in 1993. A law that covers its protection for all domestic, wild in captivity and urban.

Depriving animals of freedom of movement and keeping them permanently tied will be sanctioned in the new law. Currently many dogs were tied 24 hours a day and it is not considered abuse.

 

The use of punishment collars is also eliminated. Only electrics will be allowed in dressage. The training of animals will always be without causing them harm.

Fights between animals are prohibited, as well as participation or assistance to them. Special emphasis is placed on the sociability of the animals to avoid aggressive behavior.

Animal identification is essential.
But it also carries something very negative, such as leaving cats and ferrets already born without mandatory identification. The identification of animals is essential to be able to return them to their guardians in case of loss, but at the same time, it is a tool to combat abandonment and other situations of abuse in which animals may be involved. We also want to remind the Basque Government that it is essential that, as soon as possible, the corresponding regulation be defined to solve the serious mistake of leaving cats and ferrets without identification in addition to the regular provisions established in the law.
