[Politics] Group of constituents proposes to pay July 2021 to advisors and Vamos por Chile accuses that it is money for "campaign"

It is a reform to the regulation that will be voted this Thursday in the plenary session of the constituent body, in order to remunerate those who provided support before the approval of the allocations.

Over the weekend, a new request was distributed to the constituents to modify the regulations of the Convention: this time, to pay for the month of July of last year to the advisors who provided services in that period and who, because the assignment rules, they were not paid. The reform proposal is headed by Vice President Gaspar Domínguez, and signed with him by 51 conventional INN, MSC, reserved seats, Plurinational Coordinator, Broad Front, PC and Constituent People, and will vote this Thursday in plenary.

Specifically, what they propose is that a new article be added to the allocation regulation to pay, charged to the support staff item of the constituent function, those who provided advice to the conventional during July 2021. For that, "the conventional who received advice during the month of July 2021 must sign a sworn statement in which they identify the people who provided them with services in that period, indicating the work carried out and the amount of the respective fee. This declaration and other documentation deemed by the External Assignments Committee must be submitted before the end of the Convention, according to a schedule to be established by the committee. The debate over the origin of the payment The proposal generated various criticisms among the conventional members of Vamos por Chile, who accused that it was a payment to carry out a "campaign". The conventional Arturo Zúñiga (Ind. UDI), for example, argued that and added on social networks that the reform was a "last-minute invention so that they pay them one more month of salary", which was also shared by Carol Bown, of the same group. The defenders of the reform categorically rule out that it is money for the campaign and remember that the demand comes from last year. "This demand is carried over from the previous year, when the need to have a budget regulation that would allow the Convention to function could not be resolved in a timely manner. This is a good time to settle the point and deliver the remuneration that corresponds to the advisers who worked in July and who have been essential throughout the process", responded Javier Fuschsloyer (INN), one of the signatories. Marcos Barraza (PC) joined Twitter, accusing "several right-wing conventionalists of lying about the demands of the workers."

Although both constituents and advisers have been publicly requesting this payment since last year, Segpres's argument when the controversy arose over the pending payments -still under the administration of Sebastián Piñera- was that they were not empowered to make this payment, since the assignment regulations were not yet approved at the time the services were rendered. The current Constitution establishes that "the members of the Convention will receive a monthly remuneration of 50 UTM, in addition to the allocations established in the Regulations of the Convention", and that regulation was only approved during the second week of August. From the group of Independents RN-Evópoli they already warn that they will enter a request to the Comptroller to inform them whether or not to pay. However, this entity has responded on other occasions that they do not have the power to resolve on matters of the Convention, and if the reform is approved, Segpres should comply, according to what is transmitted from that secretariat. "What we seek is to avoid a future judgment of accounts of the officials of the General Secretariat of the Presidency, since the conventional ones dissolve on July 4, but the responsibility will be for those public officials who authorize the payment", comments Roberto Vega ( RN). "Even Rojas Vade has the right to present his declaration, according to the proposed formula. The most anecdotal thing is that services are paid and charged to budgets already rendered.
