The formation of a government would allow "the rapid conclusion of an agreement with the International Monetary Fund," according to the declaration drafted by France. The text also stresses the need for anticipated measures to promote "full and substantial political participation and representation and equality for women, including in the new government." Hopes for a breakthrough and challenges in general The Security Council also reminds "the need for the swift completion of an independent, impartial, in-depth and transparent investigation into the August 4, 2020 explosion in Beirut, which is necessary to meet the legitimate aspirations of the Lebanese people for accountability and justice." As of Monday, UN Secretary-General António Guterres indicated that he "impatiently awaits the rapid formation of an inclusive government." The pro-Iranian Hezbollah lost its parliamentary majority after the May 15 legislative elections. The new parliament must choose its speaker soon, a position held by Nabih Berri, leader of the Amal Movement, an ally of Hezbollah since 1992. Lebanon is mired in an unprecedented social and economic crisis due in large part to the corruption and neglect of its leaders for three decades.
