The Agriculture and Irrigation Committee in the House of Representatives will continue discussing a bill submitted by Representative Ahmed El-Sigini and 60 deputies (more than a tenth of the parliament’s members) to issue a law regulating the possession of dangerous animals and dogs, during its meeting today, Tuesday.

 

The draft law includes 5 articles of issuance, as the first article states that without prejudice to the international agreements to which the Arab Republic of Egypt is a party, and taking into account the provisions of the Agriculture Law promulgated by Law No. 53 of 1966 and the Environment Law promulgated by Law No. 4 of 1994, the provisions of the accompanying law in The matter of regulating the possession of dangerous animals and the acquisition of dogs.

 

The second article sti[CENSORED]tes that the addressees shall abide by the provisions of the accompanying law to reconcile their conditions in accordance with its provisions, within a period not exceeding six months from the date of the issuance of its executive regulations, and this period may be extended by a decision of the Prime Minister based on the proposal of the Minister concerned with Agriculture and Land Reclamation for another similar period. .

 

Among the provisions of the law prohibiting the handling or possession of dangerous animals without a license and facing heavy penalties, and prohibiting the breeding of dogs without a license, and that the breeder's age should not be less than 16 years.

 

It is also required that dogs be muzzled and tied with an appropriate collar when accompanied outside the boundaries of their shelters, and it is prohibited to accompany any dangerous animals in public places. Those who are addressed by the provisions of this law are also obligated to regularize their status within a period not exceeding six months from the date of issuance of its executive regulation, and the regulation determines the categories of issuance fees The licenses must not be less than one thousand pounds and not exceed fifty thousand pounds, and the owner of dangerous animals is obligated to take the necessary precautions and measures to ensure that they do not escape, provide health care for them, immunize them against diseases, and provide safe and appropriate shelters for them. Possessing a dangerous dog without a license shall not exceed 200,000 pounds, and whoever uses a dangerous animal or a dog to attack a human being shall be punished with 5 years in prison, and life imprisonment if the assault leads to death.

 

It also imposes imprisonment and a fine of 300,000 for anyone who uses a dangerous animal to cause terror among people, imprisonment and a fine of up to 100,000 for anyone who possesses a dog without obtaining a license, and imprisonment and a fine of up to 200,000 for not committing to placing the metal plate and muzzling the dog’s mouth outside the shelter. The project sets conditions for reconciliation in some violations, and stresses that the concerned authorities take the necessary measures and procedures for stray animals that pose a danger to humans.
