However, even with federal guidance, the recommendations recognize that state and local governments have the final say when it comes to facemask mandates, and those mandates differ across the country. Many governors have changed their previous stance on facemasks as COVID-19 cases, increasing facemask use regardless of state mandate. According to Vanderbilt University's Department, the COVID-19 death tolls were twice as high in Tennessee counties without mask mandates as compared to counties with directives in place. Gov. Bill Lee has not initiated a mask mandate in the state, deferring to local leaders. The federal government continues to require face covering on public transportation and in indoor areas of transit hubs, such as airports and bus and train stations, at least through March 18. To date, 36 states that at some point in the pandemic had orders broadly requiring residents to wear face masks in public have lifted them.
