The leaked development build for Windows 11 features an updated user interface that follows Microsoft Fluent Design guidelines; Transparency, shadows and rounded corners are scattered throughout the system. The redesigned Start menu is used, which removes the boxes on the right side. The taskbar is also simplified and centered by default, similar to the macOS Dock, however the left alignment option remains. Task View, a feature introduced in Windows 10, has an updated design. Other changes made to the system include new system icons, animations, sounds, and widgets. Much of the interface and start menu take great inspiration from the now-defunct Windows 10X.

As part of the minimum system requirements, Windows 11 runs only on devices that have a Trusted Platform Module Security processor, and according to Microsoft, the TPM 2.0 coprocessor is an "important building block" to protect against firmware and hardware attacks. In addition, Microsoft now requires devices running Windows 11 to include Virtualization-Based Security (VBS), Supervisor-Protected Code Integrity (HVCI), and Embedded Secure Boot and enable it by default. The operating system also features hardware-enhanced stack protection for supported Intel and AMD processors to guard against zero-day exploits.

Like its predecessor, Windows 11 also supports multi-factor authentication and biometric authentication through Windows Hello.
