"We will negotiate whatever is necessary." The Secretary of State for Employment, Joaquín Pérez Rey, one of the fathers of the agreement between the Government, employers and unions for the labor reform, expressed himself with this emphaticness yesterday, in a television interview, regarding the parliamentary support necessary to validate the decree law already in force. The coalition government does not rule out the validation of the decree, but neither does it close the door to being processed as a bill, which means a longer period of time to discuss amendments and, therefore, a less agonizing approval. “The aspiration is that the text of the social dialogue and that constitutes the photo of an agreement between the employers, the workers and the government of the nation remains in Parliament, but the political forces have to express their opinions on the matter and we are willing to listen to them without renouncing this aspiration to maintain the integrity of the social pact ”, explained Pérez Rey, in a phrase in which the ringing and going to the procession coexist.

Other government sources yesterday also pointed to the main objective of achieving the validation of the decree, but they did not close the door to address the claims of their members of the legislature and open a bill process if it is inevitable for a favorable vote. The negotiations, however, led by the team of the second vice president, Yolanda Díaz, are open and formal and informal contacts have been maintained with the groups of the majority of the legislature even during these holidays. And although they are more intense with PNV and ERC, they also push the other investiture supports, from PDECat to Compromís. Not with Citizens; at least for now. The keys with the Basque nationalists and Esquerra continue to be respect for social dialogue in the autonomous framework - particularly in the Basque case, since it has its own unions and employers - and the ambition of some of the worker protection measures , specifically, the recovery of administrative authorization for regulatory files, a cause on which Esquerra has emphasized. Also, other related matters, such as processing salaries or severance pay, although no one seems willing to make a red line out of them.

The lack of agreement with the groups is actually a consequence of the working method for this delicate process, in which, although meetings with other formations were repeated, an agreement with the social agents within the table was prioritized - which implies a protection of the EU to the norm before possible changes of government -, to later negotiate the support of the parliamentary groups. Pérez Rey expressed his optimism, recalling that of the twelve agreements reached with employers and unions, several were ratified by the Congress of Deputies without any vote against and almost all, with large majorities.
