Courtesy Photo: Fernando.L@gla With seven laws passed in the first seven months, the National Assembly suspended, this December 16 and for fifteen days, its legislative activities and plans to reactivate it as of January 3, 2022. Legislators, advisers and legislative officials will be on vacation. The seven laws are related to the defense of the rights of clients of the national financial system to avoid undue charges and unsolicited services; reforms on maritime regulation; a law for the economic reactivation of the provinces of Esmeraldas and Manabí; reforms to the law creating the Amawtay Wasi university; reforms to the social security law; reforms to the youth entrepreneurship law; and reforms to the environmental law. In inspection, four political trials were processed, two of them ended with censorship and dismissal and two with censorship for being former officials; three processes were archived; and, four court orders were pending by 2022. The legislative agenda presented by the president of the National Assembly, Guadalupe Llori, in June 2021, accompanied by the coordinators of the benches and authorities of the permanent specialized commissions, included the processing of 85 bills. Of the seven projects approved until December 15, 2021, four are part of the parliamentary agenda that contained five axes related to health, education, security, economy, development, human rights, family, natural, collective rights of peoples and nationalities , ethics and transparency. Of the projects sent by the Executive through ordinary channels, the Law of Free Expression and Communication and the reforms to the Law of Higher Education have not yet passed the first debate; and the urgent project in economic matters of Economic Development and Fiscal Sustainability was not approved, denied or modified, and entered into force by the Ministry of the Law. The president of the Education Commission, Manuel Medina (PK), maintains that the project of the President of the Republic, Guillermo Lasso, in matters of higher education is one of the 14 proposals that the table is reviewing, and that at the moment they are in the stage of construction of the report for first debate. The deadline for submitting this report is February 13, 2022. Pending issues There are two pending projects that the Assembly leaves for the first month of next year and these are two issues that arose due to decisions of the Constitutional Court and that must be processed by the legislature in a certain time: the project that guarantees abortion in case of violation and the bill for the management of a health emergency due to a pandemic caused by COVID-19. In the case of the project related to abortion due to rape, the report for a second debate is under construction and the Justice commission aspires to approve the text in the first week of January, as indicated by the legislator who chairs the table, Alejandro Jaramillo ( ID). There is an established schedule and by January 3 there will be a first draft on this project, said Jaramillo, who commented that the three critical nodes persist in this matter that are related to the gestation time in which the interruption of pregnancy due to rape will be allowed. the requirements that must be observed to access abortion and conscientious objection. Jaramillo considers that in five sessions national and international experts, doctors, lawyers and citizens were received who referred to the three critical nodes of the project, and what is expected is that the commission will define the final text on these critical issues , by voting, before it goes to plenary session. Regarding the project for the Management of the Sanitary Emergency due to Pandemic, the Health and Sports commission left the text ready for the first debate in which clear competencies are granted to the different levels of government and the parameters and procedures that are established are established. They must observe for the declaration of health alert zones, their level and contingency plans. It also establishes a control regime regarding mobility, use of public spaces and meetings, control over fairs, markets and commerce. Likewise, it seeks to institutionalize the functioning of the emergency operations committees at a legal level. Regarding the Communication project, the International Relations Committee approved a day before the legislative recess the report for the first debate that unifies five proposals, including that of the Executive.
