[Animals] Congress of Spain approves that animals stop being treated things

The Spanish Congress of Deputies gave sensitivity on Thursday, December 2, 2021.

The Plenary of Congress approved the proposed Law of the PSOE and United We can analyze the modification of the Civil Code, the Mortgage Law and the Civil Procedure Law on the legal regime of animals so that they stop being treated as objects, giving the approval good previously to several of the amendments contributed from the Senate.

The initiative has been ratified with the support of all political parties except VOX, which has voted against it, and the Po[CENSORED]r Party (PP), which has abstained.

The deputy of the socialist parliamentary group, Sandra Guaita, stressed that the text reflects "the fight against mistreatment and cruelty" in general, because "violence is related; those who are violent towards animals are also violent towards people ”and“ empathy and respect ”must be defended.

After ensuring that Spain is one of the European countries "with the highest animal abandonment" because "a dog is abandoned every 5 minutes", he has defended an initiative that will help pets "not be seized or abandoned and their welfare is taken into account ”.

From VOX, the deputy Ángel López Maraver has accused the Government of "advancing in the disparate and the need to humanize the animal and dehumanize man", with a "dangerous legal review" that "opens the doors to animalism."

López Maraver explained that the new law "grants rights to beings who cannot assume obligations" and, therefore, "cannot acquire rights comparable to those of people."

 

40% of Spanish households own pets
The deputy of United We Can, Juan Antonio López de Uralde, has called this approach "troglodyte" and has assured that "today is a good day for our country, where more than 200,000 pets are abandoned a year."

In addition, he recalled that "40% of Spanish households have pets, some 16 million dogs and cats", so the rule represents a "moral victory" when legally resolving situations such as divorces or separations, deaths and liens.

However, he pointed out that "both the PSOE and United We can have introduced issues that harm minors by raising the rights of animals" and that in the end there is "an equalization of animal welfare with that of children in the event of divorce" which may result in a judge "suspending issues such as the custody of food -for the children- because there is an impairment of the well-being of the pet."

 

An "important" step
The deputy of the Basque parliamentary group, Mikel Legarda, believes that "today an important step is being taken towards a conception of animals consistent with a new social sensitivity" and has demanded that "animal suffering is not protected by cultural exceptions."

Finally, the deputy of the plural group of JxCat-JUNTS, Pilar Calvo, has assured that "animals are not good, they do us good" because "they are members of the family unit" and has defended that they can have rights even if they do not assume duties. , because if not, it would be necessary to ask whether “children with disabilities should not have rights because they cannot assume responsibilities”.
