Dark Posted October 4, 2021 Posted October 4, 2021 The journalist Jaime Chincha was attacked last Monday by a pit bull dog in the Miguel Aljovín park, in Surco. At the time of the attack, the dog was without a muzzle and without a leash. According to the complaint, the dog bit him on the hand twice and the owner did not control his pet in a timely manner. ADVERTISING In a video published on Chincha's social networks, it is observed how the journalist follows the owner of the dog to complain about what happened. This person, who identified himself only as José Enrique, apologized to him and told him that the dog does not have rabies. However, he evaded his responsibility and withdrew without further explanation. On Monday night, Chincha hosted his TV show with a bandaged hand. This is not the only case reported in recent weeks. At the end of August this year, a police officer had to shoot a dog that bit a person in the Comas district. The victim was seriously injured in the face, arms and chest. What to do if a potentially dangerous dog attacks us? The veterinary doctor Pancho Cavero gave some recommendations if we are being attacked by dogs. The first is to keep still and not run. Keep a safe distance as far as possible and withdraw with caution. If the animal has already complied with you, you should avoid fighting or pulling. Pitbull dogs are animals that bite and do not let go; therefore, these sudden movements could cause you greater injuries. You should try to stay calm and ask for help. In an emergency, the owner - or someone else - should lift the animal's hind legs. That will destabilize him and he will let go for a few moments. There it should be used to pull the dog back. Another element that we can use is a broomstick. This should be placed on the animal's molars and that will cause a space to open in the bite and release. According to Cavero, any large dog can be dangerous, not just a pit bull. “Saint Bernards are dogs that seem good and docile, and it should be that way; but there is a lot of consanguinity and they interbreed and thus set unwanted characteristics. 80% of Saint Bernard dogs that I know are brave. A Labrador is a docile dog, but he can also be dangerous, ”he explains. The problem, he assures him, is an irresponsible possession of these animals. From puppies, these dogs must socialize with others and also with people. In addition, they must be accustomed to wearing a muzzle and a leash. "Any large dog, regardless of his breed, must go out with these protections," said Cavero. What does the law say about these facts? El Comercio spoke with lawyer Sonia Córdova to find out what the scope of Peruvian legislation is. There is, she explains, Law No. 27596, which regulates the legal regime for dogs. This standard has been in force since 2001. And this standard has a regulation approved in 2002. These devices establish the types of dogs that are potentially dangerous and the requirements and duties that a person must meet to raise an animal with these characteristics. However, Córdova criticizes that neither the Ministry of Health nor the provincial and district municipalities fulfill their supervisory and sanctioning functions. “I do not know of municipalities that have established fines and penalties for irresponsible dog ownership. They should supervise that the owners remove their dogs with a muzzle, a leash and that they are duly registered ”. https://elcomercio.pe/lima/ataques-de-perros-peligrosos-como-actuar-si-nos-muerde-uno-de-estos-animales-noticia/
