Egypt recently decided to generalize the application of the new building requirements and the licensing system in all governorates, to regulate the construction process, reduce violations, and set requirements for the height of buildings according to the area of the streets.


This step comes in accordance with the Cabinet’s decision issued last April, to start applying the new building requirements and the new licensing system to the cities that were selected for the pilot application, starting from the first of May for a period of two months, provided that it begins in the rest of the cities starting from the beginning of July.

The implementation of the requirements, which was scheduled for Thursday, was delayed due to the holiday of the anniversary of the June 30 revolution and the leave of technology centers, to be started from the beginning of this week.

On the repercussions of the decision on the real estate market, real estate expert Mohamed Amer explained that: “The new construction requirements recently approved by the Egyptian state will undoubtedly have a strong positive impact on the construction system in Egypt, and will have a great impact, and will be reflected in reducing the percentage of violations in construction.”

In his interview with "Sky News Arabia", Amer confirmed that: "Among the objectives of the new system is to reduce the rate of random construction in Egypt in the coming period, as the past years witnessed an increase in the percentage of violating construction, and it was necessary to tighten control over the construction process and set requirements." .

The real estate expert enumerated the advantages of the new system, saying: “It will have a strong positive impact on reducing the wastage of economic resources in random construction, and will reduce pressure on many facilities used by those violating buildings, which is a great waste of financial resources generated as a cost for the use of these facilities. ".

In turn, the Professor of Urban Planning at the Faculty of Engineering, Ain Shams University, Mr. Baraka, indicated that: "Among the goals of the new system is to limit the random spread of real estate, and to set harsh building rules that oblige everyone to work to respect the rules and implement the buildings properly."

And Baraka told Sky News Arabia that "building on 70 percent of the total land area, with the exception of the citizen who owns an area of less than 175 square meters, will have a great impact in benefiting from the area excluded from construction as green spaces or side streets, which is what It will have an impact in terms of overpo[CENSORED]tion, and it will give the streets a real outlet."

The professor of urban planning pointed out that: “The requirement of the new system for the presence of engineering drawings for the land, and the statement of the land from the planning point of view will have a distinct impact in terms of reducing random construction, and the construction of properties that contain means of safety and safety requirements, and it will keep us away from disasters such as Faisal’s property, which remained burning for days."

Baraka noted that: "The system's quest to achieve the structural safety of the buildings is very important because it preserves the most important element, which is the human spirit. Therefore, those coming to the building must comply with these requirements and implement them and not play in twisted ways because the state will have a harsh response towards violators."

Representative Ahmed al-Sijini, head of the Local Development Committee in the House of Representatives, had confirmed that "the permit, according to the new building requirements, is issued after 60 days, and during the past 70 years, construction operations have been unregulated, and the main streets will be excluded from the requirements for heights in the new building rules."

"There is a political will to organize construction, and it will be implemented in all governorates according to flexible rules, and we will ask the government to explain the reasons for excluding some of the main streets, as the state has stood strong in order to organize construction work," al-Sijini continued.

Required Documents

The new licensing system specified a number of documents for obtaining licenses for any new construction, including a number of copies of engineering drawings for the land with approval from the Egyptian Compound Office, calculating the value of business costs, a copy of the land ownership, as well as a statement of the land in terms of planning or requirements on To be issued by the competent administrative authority.

Among the conditions for new building permits, is the issuance of building permits for a period of 3 years instead of one year, and the building permit becomes a binding contract between the state and the owner of the permit, activating the role of the Occupants Union and ensuring full governance of the system for issuing building permits, provided that the system is automated in all governorates of Egypt
