The National Electoral Council (CNE) is already notifying citizens that they have been elected to be members of the Vote Receiving Boards (JRV) for the presidential and legislative elections to be held in Ecuador on February 7, 2021.

 

What is the penalty for not attending the trainings?
Diana Atamaint, president of the CNE, said that those chosen as members of the Vote Receiving Boards must attend the training (face-to-face or virtual) to which they will be summoned.

Failure to attend the trainings, in accordance with the sanctions provided in the Democracy Code, will be a penalty of 10% of the Unified Basic Salary (SBU); that is $ 40.

 

How much is the fine for JRV members who do not go to the polling station?
If you do not attend the JRV on election day, the fine will be 15% of salary: $ 60. Those who fail to comply with both (not going to training and not presenting as a member of the JRV) must cancel both fines : $ 100.

 

What if I don't vote either?
The fine for those who do not vote, without justification, is also 40% of the SBU, that is, $ 40. The CNE recalls that, as in past electoral processes, who, being a member of the JRV, does not receive training, does not attend to fulfill his duty and does not vote, he must pay fines for each breach.

In summary, if you have been designated a member of the JRV and - without justification - you do not attend the trainings, do not attend the polling station and do not vote, the accumulated fine will be $ 140.

 

The members of the JRV will not only verify the correct development of the vote, but will also scrutinize the ballots.

 

The $ 10 payment to JRV members is included in the electoral budget


The members of a polling station, holders and alternates, must be present at the JRV facility before 7:00 to sign their attendance and the installation act. If the holders of a table are full, they assume the leadership; if they are not, the substitutes will replace them in the order established by the draw.

From this electoral process, in addition, the members of the JRV will not be able to abandon their functions without justification until the counting is finished and the electoral documents are signed.

If this fault is proven, considered a serious electoral infraction, the sanction ranges from 11 to 20 basic salaries, dismissal or suspension of political rights for up to two years.

 

How do I know if I am a member of a polling station?
Notifications, the CNE reported, are made in various ways. As in previous processes, elected citizens will be able to inform themselves as follows:

*Via email
*By text messages
*For the electric power worksheet
*By mass circulation print media
*And through the CNE website.


Follow these steps to see if you are a member of the Vote Receiving Board

In the following form, enter the requested data:

*ID number.
*Surname and full names.
*Enter the security code displayed on the screen.
*Press the "Consult" button.

 

When making the query, the province, constituency to which it belongs, Canton, Parish, Area and also the electoral precinct with the respective address and the number of the table where you must vote are detailed.

If a person has been designated by the CNE as a member of the Vote Receiving Board, at the time of entering the data the system will notify them, informing them if they are a main or alternate member. The abundant request for information can take a while for the system to give you an answer.

Last November 9, 272,853 citizens were selected by lottery for 38,979 JRVs in Ecuador and 4,410 people for 936 JRVs in three districts abroad.

 

Biosafety Measures against COVID-19
As part of the biosecurity measures due to the pandemic in the next elections, the citizen who comes to vote will no longer deliver the identity card to the members of the Vote Receiving Board (JRV) but will only show it and must remove the mask to verify that it is the same person.

In this way, an attempt is made to reduce the possible contagion of COVID-19 on the day of the electoral process, which will be Sunday, February 7, 2021 and in which 13'099,150 citizens are enabled.

Within the electoral packages, the CNE offers to include a biosecurity kit for the members of the JRVs.
