In this way, it is proposed to restrict the entrances and exits of municipalities with more than 500 cases per 100,000 inhabitants, although there will be exceptions of major cause such as medical or work reasons. It has been taken into account that in the region the occupation of the Intensive Care Units (ICU) is higher than 35% and the positivity in the PCR test is higher than 10 percent. Thus, social gatherings will continue to be limited to a maximum of six people in both the public and private spheres. The affected municipalities in the Community of Madrid would be the following: Madrid capital, with an incidence of 777 cases of coronavirus per 100,000 inhabitants in the last 14 days, Fuenlabrada (1,166), Parla (1,156), Alcobendas (979), Torrejón de Ardoz (795), Getafe (773), Alcorcón (753), Leganés (725), Móstoles (629), and Alcalá de Henares (526). The capital already had 45 basic health zones, the majority in the south, under restrictive measures, which affected 1,025,574 people and represented 15.4% of the total of the Community. These measures do not affect official competitions of a state level and non-professional character and international competitions that are under the organizational tutelage of the Spanish sports federations. The regional government had defended that the mobility restrictions implemented in a total of 45 health zones in the capital were sufficient, but with the arrival of the dreaded second wave of cases, Minister Salvador Illa asked President Isabel Díaz to tighten the measures Ayuso faced with "an extreme situation."
