Illa has clarified that the measures are a minimum, in no case a maximum, which means that the autonomies will be able to toughen the measures even more if they consider it appropriate. These are eleven measures that affect seven areas, three recommendations and an indication of observance (the means and capacities of the health systems will be guaranteed to comply with the provisions of the Early Response Plan in a pandemic control scenario due to Covid). Mandatory PCR. As for social health centers, mandatory PCR will be made to all new entrants with a maximum delay of 72 hours and also to employees who return from leave or vacations. Visits will be limited to one person per resident, with extreme prevention measures and a maximum duration of one hour a day, guaranteeing the staggering of visits to avoid crowds. These measures could be exempted in the case of patients who are in the final process of their life.Also in the social health field, the exits of residents will be limited to the maximum. Regarding mass events and activities, a risk assessment will have to be made by the health authority. Regarding the beginning of the school year, Illa said that it is the responsibility of the communities and that months ago under the leadership of the Ministry of Education a minimum guideline was established so that the course begins with guarantees.
