[News] Covid-19: beginning of deconfinement in Russia, second country in number of cases

In Russia, the second country in the world most affected by Covid-19 in number of confirmed cases, the lifting of containment began Tuesday in several regions. However, the death rate remains low in the country. A balance sheet which is explained in particular, according to Moscow, by a large screening campaign and containment measures introduced in March.

 

 

Russia, where the spokesman for President Vladimir Putin has in turn been diagnosed positive for the new coronavirus, became Tuesday, May 12, the second country in the world in number of cases. The country nevertheless started on Tuesday a cautious deconfinement.

Relying on the low mortality officially recorded across the country, several Russian regions, less affected, have allowed the reopening of certain businesses such as beauty salons. Most public places, however, remain closed, restaurants included, while gatherings are prohibited until further notice.

Thus, in Bashkortostan, in the Urals region, the regional leader Radi Khabirov announced the daytime reopening of "banks, quays and parks". Magadan, in the Far East, has authorized individual outdoor sports activities.

In Moscow, however, most of the containment measures remain in force until May 31, the capital with more than half of the cases recorded in Russia. The wearing of protective masks and gloves has been made compulsory in public transport and supermarkets.

With 232,243 cases since the start of the epidemic, including 10,899 announced Tuesday, Russia is now second in the world in terms of contamination, far behind the United States but ahead of Spain and the United Kingdom.

Vladimir Putin's spokesperson contaminated

Since the beginning of May, more than 10,000 cases have been counted daily, an evolution that the authorities explain by massive screening, with 5.8 million tests, according to the count of the day.

Symbolic contamination, the spokesman of Vladimir Putin, Dmitri Peskov, announced to be sick of the Covid-19 but not to have had contact with the president for more than a month.

Before him, Prime Minister Mikhaïl Michoustine had announced his hospitalization on April 30. Two other ministers were also infected.

Relative to the number of cases, that of the dead, 2,116, however remains low, far from the levels encountered in Italy, France and Germany.

Reached by the epidemic after Western Europe, Russia assures that if the mortality is lower, it is that besides the screening, it ordered in March the confinement of the travelers coming from affected countries as well as po[CENSORED]tions at risk , and reorganized its hospital system.

Critics nevertheless consider that the deaths of several thousand people have not been taken into account, suspecting the authorities of attributing to other pathologies the deaths of patients from Covid-19.

"We are not mani[CENSORED]ting official statistics," replied the Deputy Prime Minister in charge of the file, Tatiana Golikova.

Regionalized deconfinement and economic recovery

In this context, Vladimir Putin ordered a regionalized deconfinement, "step by step" according to the epidemiological situation. The Russian president put an end to a paid national unemployment period established at the end of March.

The president also called for the revival of the economic machine which suffered, as elsewhere, from containment but also from the fall in oil prices.

"Wherever possible, conditions must be created for resumption of activities," he said, citing construction, industry, agriculture and energy in particular.
