He denounced that Almagro "intends to revive the worst imperialist military intervention records in our Region, whose stability is seriously threatened by the insane action of the devious and abusive usurpation of the OAS general secretariat."

The Secretary General of the OAS made the statement during a visit to the town of Cùcuta, Colombia, where he indicated that "as for military intervention to overthrow the regime of Nicolás Maduro, I believe that we should not rule out any option."
