Hello ,

 

Steps To Do This Effect !

1. After You Have Done With All Your Blur , Make a New Layer , And Apply Image In That Layer

2. Go To FLITER > BLUR > MOTION Blur .... Adjust All You Setting In Motion Blur  And Press OK

3. Add Layer MASK To The Layer You Have gave Motion Blur , Then Select the Brush Tool [ COLOR BLACK ] And Then Press In Center
