Hello Colossus , 

There are some few simple steps 

1. Open your internet browser 
2. Search "Lightning Textures , Bokeh Textures" 
3. Save image which you want 
4. If u wanna put it on an image , so give it "Color Dodge Or Lighter Color Dodge Effect" 

and done , is that simple
