This server cant be connect with non steam CS

you have to talk with server Managers or Get a Steam and Open cs and it will works !

If it's of your own server : 

- go to console (of HLDS) and type : 

Quote

SV_LAN 0 

if it's a public server (and you are using Steam Cs) :

- Open new notepad page and call it " Steam_appid " then type 10  and save it here 

Quote

Steamapps/Accountname/dedicated server/Cs1.6/etc 

- if you are not using Steam Cs : 

I am afraid to tell you that certain servers DO NOT accept non-users steam
