Kashmir and the mechanics , timing and value of talks : Who holds the keys to this jail ?

I'm a bit-foxed.I had the impression that various Hurriyat "Leaders" were in jail , even if it was called house arrest or royal cottage arrest or fancy guest house arrest.Now however , fancy a jail might be , one had the impression that is operated by the jailers,not by immates and we were clearly told on Sunday that those immates did not open their jail doors for our honourable Parliamentaries.
