Hello,

 

It sounds like Photoshop is in grayscale mode.

Check your Colour preferences (Edit > Color Settings) and make sure all the Color Management Policies are "off". Open a new file (File > New), and set the mode to RGB Color.Click on OK. You can either use this file or close the window if you want - it doesn't matter.The next time you create a file in Photoshop it should default to the last setting used.
