The United Kingdom, meanwhile, is wrestling with post-Brexit chaos and fiscal destabilization that will worsen as the new government implements its supposedly pro-growth agenda. Italy, having removed a capable and highly credible government headed by former European Central Bank President Mario Draghi, is now poised to elect a far-right government that will do nothing for the country – other than deepening its divisions. In France, commentators are despairing over President Emmanuel Macron’s inability to launch a new reform agenda. In Germany, a new government has boldly announced an epochal shift (Zeitenwende), but it is struggling to implement the most urgent part of its agenda: overhauling its defense policy. In Sweden’s election this month, the principal victor was a far-right party dedicated to attacking key pillars of the prior policy consensus. And in Europe more broadly, policymakers, intellectually exhausted by a decade of debates over the interactions between monetary and fiscal policy, are finding it almost impossible to devise a common energy strategy. The world’s autocracies aren’t doing any better. In fact, they seem to be struggling even more than democracies when it comes to learning from recent disasters and reversing course. China has found it impossible to exit its increasingly costly “zero-COVID” strategy. And Russia serves as a terrible and terrifying example of how quickly unaccountable autocracies can fall into self-destructive folly. All these countries are stuck in traps created by their own historical obsessions – be it memories of past humiliations, claims to greatness, or both. Charles de Gaulle famously began his war memoirs with the claim that France could not be France without greatness. But if greatness means imposing on your neighbors, it is not an attribute to which any country should aspire; and in today’s highly interconnected world, it is not even feasible. As Russian leaders are quickly learning, dreams of hegemony ineluctably lead to resistance, chaos, and self-destruction. But while the big historical powers are desperate to find ways out of their political gridlock, some smaller countries are looking increasingly happy, resilient, and stable by comparison. To bring them together as a counterweight to the G7, the G20, and other sclerotic groupings, a new Swiss-based initiative is attempting to create a league of small states, known as the S8. Four of the eight inaugural member states – Denmark, Finland, Ireland, and Singapore – have po[CENSORED]tions of 5-6 million, and the organizers might well have included other surprisingly resilient countries of the same size, such as Costa Rica, Norway, and Slovakia. In any case, the S8 represents the view that the obvious challenges to being small should be seen as an impetus for delivering productive solutions, rather than as an excuse for wallowing in despair. Consider Ukraine, which is obviously highly vulnerable (albeit not small in the usual sense). It has managed to parlay its vulnerability into a remarkable series of responses to Russian aggression. While its political leaders have marshalled military and financial support from friends and allies around the world, its gifted software developers have been working around the clock to counter Russian cyberattacks and to launch their own. For small, vulnerable countries that do not have a uniquely advantageous geographic position (as in Switzerland’s case), security threats create the need for strong alliances, which in turn can be politically and economically stabilizing. Moreover, a country that is focused on an acute external threat is far less likely to fall into domestic infighting. There is no easier prey for a larger aggressor than a small country that is politically divided. The politics of consensus in Switzerland and Scandinavia rest on foundations that were established in response to the threat posed by Nazi Germany in the 1930s. Because small countries harbor no illusions that they can impose their will on others, they share a readiness to embrace flexibility and change in a world that demands adaptability. Insofar as small countries are “great,” it is because they offer concrete and practical examples of how politics and governance can be improved. For example, while Estonia has reinforced democratic legitimacy with electronic voting, Colombia and Jamaica have both been ahead of the curve in adopting well-designed central bank digital currencies. But if the world is moving away from multilateralism and toward a system of competing blocs, smaller countries will be under even greater pressure from the big powers. To avoid being ground between geopolitical millstones, they will need to continue to innovate, both in politics and in technology. They must make representative government real, rather than symbolic, demonstrating that it is better to lead by example than by strategic dominance. SOURCE1 point

Not all snakes lay eggs You might have learned in school that reptiles are different from mammals because they lay eggs. While we like to classify and categorize everything around us, nature has its own rules. While approximately 70% of snakes lay eggs, others don’t. Snakes living in especially colder climates have live births because the eggs wouldn’t survive outside. 4. Snakes don't have eyelids Ever wondered why snakes might give you an eerie feeling? They don’t have eyelids! This means they don’t blink and have to sleep with their eyes wide open. Instead of eyelids they have a thin membrane attached to each eye to protect them. The membrane is called the ‘brille,’ which in German means glasses. 5. They smell with their tongues Snakes do have nostrils, but they don’t use them to smell. Instead they have evolved to smell with their tongue and by using their Jacobson’s organ in the roof of their mouth. Their smell is quite excellent and has also been described as “smelling in stereo”. They have a forked tongue and multiple receptors able to pick up different amounts of chemical cues. 6. Their table manners are different than ours When snakes are eating, they can’t help but to swallow their food whole because they can’t chew. Instead, snakes have very flexible lower jaws which allows them to eat animals who are 75% - 100% larger than their own head. The chemicals in their digestive track will do all the work and break down the food once ingested. 7. Snakes have 5 forms of locomotion Imagine a snake moving through the grass. What do you picture? The well-known s-movement? This wouldn’t be surprising, because this is the most common form of locomotion in snakes, also known as lateral undulation. But snakes have four other types of movement. Arboreal snakes, for example, use a form of locomotion which uses seven times more energy, called concertina. With three weeks before its scheduled press debut, the new 2023 BMW M2 has been leaked. The origin of the photos is unknown, but this is unmistakably the G87 M2. The model shown here is painted in the new color Zaandvort Blue. The upcoming 2023 BMW M2 contains hardly any secrets by now. The po[CENSORED]r sports coupe was the topic of endless articles in the last two years and we even had the chance to drive a prototype. Around 450-460 Horsepower As with its predecessor, the new G87 M2 won’t look all that different compared to the 2 Series counterpart. At the front, it retains the single headlamps but it gains some rectangular air intakes and a racing-inspired kidney grille. In the back, the G87 BMW M2 features an aggressive bumper which incorporates the typical quad pipes. There is also a subtle trunk spoiler along with vertical reflectors which enhance the width of the car. A carbon fiber roof and M mirror caps are rounding off the M design. With 19-inch front wheels wrapped in 275-mm tires and 20-inch rear wheels with 285-mm tires, the 2023 BMW M2 will get the same shoes as the M4. It’ll also inherit the standard brakes from its bigger brother, but without the optional carbon kit. The new M2 will have somewhere in the region of 450-460 horsepower and just about the same level of performance as the old M2 CS. The manual and automatic transmissions will be adapted from the M4 and without any power differences as the S58 will deliver the same output in both applications. Of course, the base model is likely to be followed by an M2 Competition and/or CS, and ideally, an M2 CSL. year after the Taliban takeover, 17-year-old Mursal Fasihi is still in disbelief that she cannot go back to school. Once a dedicated student, Ms. Fasihi – like all girls of secondary school age – has been unable to return to the classroom due to rules imposed by the country’s de facto leadership. “It is not right that they are deciding for us, ordering us to go with mahram [a male companion], that we should hide our faces, and stop going to school,” she says, referring to the series of directives that have effectively restricted women and girls from participating in public life. The last time Ms. Fasihi saw the inside of a school was when she took her final examination for 11th grade in July 2021. A month later, the Taliban swept across Afghanistan, which ended with the fall of Kabul on 15 August. ‘I miss my friends, my teachers and my school’ Some of her friends were able to leave Afghanistan and are now continuing their education overseas. “I really miss my friends, my teachers, and my school. My school was a great place but now I can’t go there,” she says. Her dreams of becoming a doctor are now uncertain. But her hope will not be extinguished. To fill her time and still feel productive, Ms. Fasihi joined the Youth Peer Educators Network (Y-PEER), a regional initiative led by and for youth, supported by the UN reproductive health agency, UNFPA. Y-PEER focuses on building young people’s life skills to deal with the challenges that they face. Ms. Fasihi joined a training session last July and is now one of the 25 trainers for Y-PEER in Afghanistan. The training opened her eyes to various issues young Afghans face on a daily basis. As an educated young woman in the city of Kabul, she had not realized how many girls, especially young girls living in poverty or in remote areas, suffer from negative experiences such as early marriage and adolescent pregnancy. An unprecedented increase in poverty The unprecedented increase in poverty, resulting from the economic crisis that came with the Taliban’s return to power in Afghanistan, has brought to the fore discussions about these concerns. Out of desperation, many families have resorted to marrying off their young daughters, offloading responsibility for their care and protection. “It is sad because how can a child bring another child into this world and raise them?” Ms. Fasihi points out. “At our age, we are just children. We should be studying, aiming for great things. It’s not time for us to get married yet.” Waiting for the dark cloud to pass Although Ms. Fasihi’s desire for a formal education is on hold indefinitely, she finds meaning and purpose in being a peer educator for others. In addition to teaching youth about the harms of early marriage and adolescent pregnancy, she is able to share her hope for a better future. “When the dark cloud passes, we will see a bright morning,” she told UNFPA. “I hope that young girls will not give up. It is ok to be scared, it is ok to cry, but giving up is not an option. I hope they will continue learning in any way they can. Polarization in Brazil has become a major risk not only to the country’s democracy but also to its capacity to address its most urgent policy challenges such as the coronavirus pandemic. By first promoting a lockdown-versus-economy narrative that weakened the country’s willingness to adopt effective measures and then politicizing the choice of the vaccine producer, President Jair Bolsonaro’s turbulent administration has become a symbol of how destructive polarization can be. How did Brazil arrive at this troubled state? THE PATH OF POLARIZATION Many external and internal observers see Bolsonaro as the main cause of the extreme polarization that characterizes contemporary Brazilian politics. As polarizing as Bolsonaro is, however, Brazilian politics were already harshly divided before he rose to prominence in 2017 and won the presidency in 2018. The key turning point occurred in 2013. For almost twenty years prior, Brazil had enjoyed democratic stability—healthy amounts of partisan competition within a clearly democratic framework. The country was governed by the center-right Brazilian Social Democracy Party from 1995 to 2002 and then by the center-left Partido dos Trabalhadores (PT, or Workers’ Party) from 2003 on—first under the leadership of the larger-than-life figure former president Luiz Inácio Lula da Silva and then, from 2011 until 2016, under his chosen successor Dilma Rousseff. Massive protests across all major cities in 2013—something not seen in Brazil since its return to democracy in the 1980s—were the first sign of trouble. Sparked by anger over economic issues such as bus and subway fare raises, the protests soon galvanized a broader anger over inadequate social services and then, over the next few years, systemic corruption across the political class including the ruling PT. The PT succeeded in winning reelection in 2014 after an extraordinarily acrimonious contest that involved such systematic use of such vitriolic fake news campaigns and attacks that a postelection return to normal was impossible. Rousseff’s second mandate was so dysfunctional and overshadowed by the bitter PT-versus-anti-PT polarization that Congress stopped approving any of her relevant legislative projects. Hit by a major economic downturn and revelations about corruption of historic proportions involving large companies such as Petrobras and Odebrecht, Rousseff was impeached in 2016. The impeachment was a searingly divisive and traumatizing political process that brought polarization to a head, not just on the PT-versus-anti-PT cleavage but also on a deeper axis of establishment versus anti-establishment. Rousseff’s weak, short-lived second term and the selection as her successor of her unpo[CENSORED]r vice president Michel Temer, who also stood accused of corruption, reinforced many Brazilians’ deep skepticism about the political elites’ willingness to fix the system’s increasingly evident flaws, including massive corruption, chronically low economic growth, bad public services, and a public security crisis of unprecedented proportions. Into this picture in 2017 came Bolsonaro, a long-time right-wing congressman of little accomplishment who positioned himself as the most anti-PT and anti-system candidate, handily beating the PT’s presidential candidate Fernando Haddad, former mayor of São Paulo, in the runoff election in 2018. Brazil’s descent into destructive polarization has many culprits. Particularly after the 2014 election, opposition parties failed to adopt a conciliatory rhetoric and instead sought to undermine the government from the very beginning. Yet perhaps more importantly, the PT’s refusal to recognize—let alone apologize for—numerous cases of egregious wrongdoing during its thirteen years in power contributed to a political environment dominated by radical PT loyalists and those who demonized the party, with little room for moderates. This intransigence, and the PT’s refusal to allow another party to lead the left into the presidential elections, contributed to the poisoned political climate. During the runoff, the relationship between the PT and other democratic parties was so broken that even the candidate who came in third in the first round, Ciro Gomes, a center-left politician with proposals similar to those of the PT, refused to support the PT against the anti-democratic candidacy of Bolsonaro. During this process, the near-complete lack of political actors seen as above the fray, such as widely respected and unifying ex-presidents who could have called for the creation of a democratic alliance against the far-right candidate, was keenly felt. As expected, Bolsonaro has governed in an intensely polarizing fashion—the anti-system populist battling the elite system. This has caused many of his critics to see a new axis of polarization pressing on the country—that between emergent authoritarianism (on the part of the president) versus democratic survival (represented by the traditional political parties and civic actors). The PT-versus-anti-PT division has become dormant as Lula’s party struggles to recover from multiple poor electoral performances—though the government has actively sought to keep this strand of polarization alive—projecting itself as the only viable alternative to the supposed socialist threat posed by the PT. PANDEMIC FUEL ON THE POLARIZATION FIRE When the pandemic hit Brazil in early 2020, Bolsonaro minimized and belittled the disease, criticizing social distancing measures and attacking both the medical establishment and China. Together with similarly inclined presidents from countries such as Belarus, Nicaragua, and Turkmenistan, Brazil joined the infamous group dubbed the “Ostrich Alliance.” Bolsonaro’s strategy was more radical than that of U.S. President Donald Trump’s administration, which despite its elements of denial and avoidance did maintain within its ranks health professionals such as National Institute of Allergies and Infectious Diseases Director Anthony Fauci. Bolsonaro, by comparison, sacked two health ministers after they refused to publicly defend hydroxychloroquine, a medicine that the president recommended to treat COVID-19 and professed to take after he himself was infected with the virus. Bolsonaro’s peculiar approach to the acute national emergency did not backfire politically as many critics expected but instead served the polarizing approach at the core of his strategy of political survival in multiple ways. First, by criticizing governors and mayors for imposing distancing measures, Bolsonaro deflected blame for the economic crisis caused by the pandemic. Second, by establishing in the minds of many citizens a false dichotomy—lockdown versus economy—Bolsonaro positioned himself as a defender of the poor against an elite that could easily adapt to restrictions, such as by temporarily moving into their vacation homes and working without leaving the house. Third, Bolsonaro’s highly confrontational rhetoric—attacking mainstream politicians, the media, public health professionals, and the Chinese government—stoked the anger of his followers. Finally, the government’s active promotion of conspiracy theories—such as that the pandemic was a globalist plan to impose communism, as the foreign minister argued—further drove many Bolsonaro supporters away from the traditional public discourse, making it increasingly difficult for centrist politicians to find consensual middle-ground positions. Thus far, the president’s strategy has been relatively successful. In a poll conducted by Datafolha in December, when the number of coronavirus-related deaths in Brazil had reached 180,000, only 8 percent of respondents thought Bolsonaro to be primarily responsible. A remarkable 52 percent thought the president had no role at all. Bolsonaro’s approval ratings improved during the second half of the year, helped by a monthly cash transfer program (that he had initially opposed) to the country’s poorest to address the economic crisis caused by the pandemic. Meanwhile, polarization reached levels unprecedented in the past decades. The body has had to remind Russia of its obligation several times since the announcement of the ruling in January 2019, with the country required to have provided the funds within three months after the verdict was delivered. ECHR: Russia must pay Georgia €10,000,000 for arrest, expulsion of Georgians in ‘06-’07 The committee said it “firmly reiterated” that the payment of just satisfaction awarded by the ECHR “is an unconditional obligation”, stressing that the delay in fulfilling this obligation “deprives the individual victims of the violations from receiving compensation for the damages suffered by them”. It again exhorted the Russian authorities to pay the just satisfaction, together with the default interest accrued, without any further delay”, said the CoE, noting that the committee would resume consideration of this case at their next meeting on execution of ECHR judgements in December. The ECHR judgement concerns the arrest, detention and collective expulsion of Georgian nationals from Russia in the autumn of 2006, shortly after the arrest of four Russian officers on charges of espionage by the previous, United National Movement government of Georgia in September 2006. The Georgian government says that in 2006, more than 4,600 expulsion orders were issued by Russian authorities against Georgian nationals, with more than 2,300 detained and forcibly expelled from the country, while many others left the country by their own means. The two key levers the Committee of Ministers has to make Russia meet its obligations are the suspension of the country’s membership or its voting rights in the Council of Europe. Russia regained its voting right to CoE only in June 2019, having lost it in 2014 following its annexation of the Crimea, amid the protest of Georgia, Ukraine and five other countries. TBILISI, GEORGIA (6 April 2022) — The Georgian economy is expected to slow to 3.5% in 2022 because of the Russian invasion of Ukraine, after promising double-digit growth in 2021, according to a new Asian Development Bank (ADB) report. In Asian Development Outlook (ADO) 2022, the bank’s flagship annual economic publication, ADB projects Georgia’s gross domestic product (GDP) growth to recover slightly to 5% in 2023 due to increased internal and external demand, fueled by faster credit growth, with exports facilitated by structural reforms to trade and connectivity. “Georgia is going to see the effect of Russia’s invasion of Ukraine in the form of diminished tourism, exports, and remittances,” said ADB Country Director for Georgia Shane Rosenthal. “To help the economy grow, the Georgian government needs to carefully prioritize expenditure after 2 years of expanded pandemic-related spending. It should also invest in urban areas in line with decentralization and invest in social sectors. And to ensure that all can participate in the economy, it is crucial to ensure high-quality education that reaches all parts of the country.” Inflation is forecast to slow to 7% in 2022 and 4% in 2023. The current account deficit is projected to widen to equal 10% of GDP in 2022 with a forecast rise in oil prices before narrowing to 7.5% in 2023. Exports are projected to increase by 12.1% in 2022 and 14.9% in 2023. As economic sanctions cut growth in the Russian Federation, remittances are forecast to decrease to $1.8 billion in 2022 and $1.7 billion in 2023. The ADB report highlights the need for Georgia to strengthen subnational public finances that will enable more efficient and equitable provision of services, including complex services that are critical for large po[CENSORED]tion centers, water supply and sanitation systems in secondary cities and towns, and health care, education, and social protection for disadvantaged po[CENSORED]tions. Fiscal decentralization would improve service delivery and support growth. Georgia can benefit significantly by building capacity in municipalities. The success of fiscal decentralization will depend on developing financial management capacity in local governments and training local officials in policy development and implementation skills, such as health and education budgeting and social service delivery. A mutually beneficial relationship Dogs and people began living together 15,000 years ago when dogs followed people’s migration throughout East Asia. The connection was natural because both people and dogs are social beings. Neither can thrive when alone, and both benefit mentally (and often physically) from strong social bonds. Though domestic dogs share 99% of their DNA with wolves, dogs exude warmth to other dogs and humans that contrasts greatly with a wolf’s skeptical and defensive reaction to others. Dogs are social pack animals who thrive off of attention and affection, making them a prime candidate for a person’s best friend. Since dogs have been domesticated to a point where they need us to survive, and we tend to find that we need them almost as much, people and dogs developed a symbiotic relationship. Tesla originally announced the sports car as a 2021 model, but since then we've heard nothing, so we expect the Roadster has been delayed. EV Motor, Power, and Performance When the new Tesla Roadster was unveiled as a concept in November 2017, Musk touted some pie-in-the-sky performance numbers for this car, including a 60-mph time of 1.9 seconds, a top speed of more than 250 mph, and a quarter-mile time of just 8.8 seconds. That's outrageous. For reference, if that 60-mph time holds up, it will mean the Roadster is a full second quicker than its key rival, the gasoline-powered McLaren 570S. Also during this conference, Musk noted that the Roadster will come with standard all-wheel drive. This is less surprising. Tesla's mainstream EV models utilize two electric motors—one at the front and one at the rear—to drive all four wheels, so it makes sense we'd see the same setup for the Roadster. Range, Charging, and Battery Life The 200-kWh battery is said to provide up to 620 miles of range, but certainly that number will be achievable only under very light use; hitting the track for some flat-out hot laps will cut that estimate considerably. Fuel Economy and Real-World MPGe The EPA hasn't released its ratings for the Roadster's fuel economy, but those details are sure to emerge closer to the car's on-sale date. We hope to have a chance to test the new Roadster. If/when we do, we'll put it through our 75-mph highway fuel-economy test and report its results here. Interior, Comfort, and Cargo For now, the Roadster is merely a concept, and in general, concepts change drastically during their development into production models. As shown, the Roadster concept features a removable glass-panel roof, which you can stow in the trunk. It has four seats, but the rear ones look as though they may not fit adults, given the Roadster's dramatically angled roofline. Immediately following the heavy fighting, pro-govermment media promoted an irredentist Azerbaijani project on Armenian territory. Then, just as quickly, they disavowed it. The would-be leadership of the “Goycha-Zangazur Republic” during a recent meeting in Turkey (photo: Facebook, Rizvan Talibov) On September 19, just days after Azerbaijan had launched an attack on Armenia, reviving fears of a larger invasion, an ominous campaign was launched in Azerbaijani pro-government media. Several news websites published an announcement about the formation of a “Goycha-Zangazur Republic (GZR) on what is currently Armenian territory. Its borders would be that of the current Sevan and Syunik provinces of Armenia (the names of which in Azerbaijani are Goycha and Zangezur, respectively). The announcement came at a fraught time: In the context of an unprecedented attack on targets inside Armenian territory (mostly within the territory of the would-be GZR), reports that Azerbaijani forces had taken more territory (again, in the “GZR”), and amid a broader rise in irredentist discourse from Baku. The republic project even got some official endorsements: Tural Ganjali, a member of Azerbaijan’s Parliament representing Stepanakert (which Azerbaijan calls Khankandi and is still under Armenian control in Nagorno-Karabakh), offered his support to the GZR. “The Goycha-Zangazur Republic will be a vital element in achieving a just peace and stability in the region. Long Live the Goycha-Zangazur Republic!” he wrote in a September 19 Facebook post. But the campaign was quickly quashed. Most of the websites that had posted the announcement deleted it the same day; it now remains on only a few, little-read outlets. Ganjali deleted his Facebook post within hours, though some users made sure to screenshot it before he did. The next day, pro-government media began a campaign discrediting the idea of the GZR and in particular its self-proclaimed president Rizvan Talibov, who has been conducting himself (on Facebook, at least) as a real head of state, announcing appointments of ministers and other official decisions. The news agency APA published a piece they labeled an “investigation” titled “Whose adventure is the ‘Goycha-Zangazur Republic’?” It argued that Talibov “aims at forming a wrong interpretation about Azerbaijan’s real purpose and goals” vis-a-vis its conflict with Armenia. “This person [Talibov], who considers himself the ‘president’ of Western Azerbaijanis, actually has no scientific knowledge about or research on Western Azerbaijan; he knows neither the history nor the geography of Western Azerbaijan,” the piece read. “It is impossible to find a single serious person around him, and most of the people he named, appointed, and included in the structures do not even know about it,” it continued. “Talibov ‘appoints’ and gives ‘authority’ of the highest positions to anyone, regardless of their identity or political views, in return for flattery, or a meal, or 5-10 manats.” In another APA piece published on September 21, member of parliament Hikmat Babaoghlu wrote: “The so-called ‘Goycha-Zangazur Republic’ is a political-ideological terror against Azerbaijan.” He argued that it weakens Azerbaijan’s public case to create what it calls a “Zangezur corridor,” a transportation route connecting Azerbaijan’s exclave of Nakhchivan to the mainland crossing Armenian territory. That narrative around the corridor project often has suggested irredentist claims to Zangezur/Syunik, which Azerbaijan President Ilham Aliyev has repeatedly referred to as “historic Azerbaijani territory.” Babaoghlu said that wasn’t true, and that the GZR project muddied the waters on the issue. “Such a political hypocrite [as Talibov] has no moral right neither to create the ‘Goycha-Zangazur Republic’ nor even to pronounce these holy names,” Babaoghlu went on. “Because this idea, while Azerbaijan is insisting on the issue of the Zangezur corridor, creates the impression that Azerbaijan does not intend to open a corridor in Zangezur, but to create a state there. This is a real provocation against the opening of the corridor.” It is not the first such project to be presented in recent years. In 2020, an Azerbaijani academic in Turkey, Gafar Chahmagli, formed what he called the Republic of Western Azerbaijan (Irevan), which would have had an even larger territorial reach. That project (which also was called the Irevan Turkish Republic) was connected to another group with apparent government links, the West Azerbaijan Community (WAC), but it did not get the (brief) level of state endorsement as the GZR. “"Recently, various irresponsible posts have been made by the organization called ‘Goycha-Zangezur Republic.’ The West Azerbaijan Community has received numerous requests in this regard and we inform you that the West Azerbaijan Community does not recognize an organization called ‘Goycha-Zangezur Republic’ and has nothing to do with it. It considers such unilateral acts in relation to our historical lands unacceptable and harmful. We ask all media representatives to contact the West Azerbaijan Community to ensure the accuracy of any information about West Azerbaijan,” the group said in a statement. Should it ever be revived, the recent announcement offers more details about the would-be state. The capital would be either Kapan or Vardenis (it used the Azerbaijani names, Gafan and Basarkecher, respectively), but “temporarily” the center would be in either Baku, Ganja, or in Artvashen, an Armenian exclave inside Azerbaijani territory currently controlled by Azerbaijan; Azerbaijanis call it Bashkend. It would exist inside the current Republic of Armenia “on a confederal basis” and “accepts coexistence with the Armenian po[CENSORED]tion.” It would accept dual citizenship, which would be open to current citizens of Turkey, Azerbaijan, Iran, Armenia, Russia, the United States, and European countries,” it said.
